FUNCTIONAL PURPOSE:

This role is responsible for overseeing and implementing nationwide industrial engineering practices, standardization, and continuous enhancement strategies to optimize service delivery and cost efficiency within mail processing operations.

DUTIES AND RESPONSIBILITIES:

1. Conducts thorough analyses of mail processing workflows utilizing industrial engineering and continuous improvement methodologies to enhance service quality, productivity, and cost-effectiveness.

2. Executes national standardization initiatives and processes through active engagement in mail processing operations aimed at boosting service levels, productivity, and cost efficiency.

3. Formulates costing and staffing models to ensure optimal utilization of personnel and equipment; offers strategic guidance on employee scheduling to align with mail volume demands and operational timelines.

4. Develops innovative solutions to enhance operational performance and minimize expenses; oversees the implementation of new protocols and assesses their effectiveness.

5. Contributes to the planning and justification for new or modified facilities and equipment; recommends adjustments to the layout of workspaces and operational setups.

6. Provides expert technical advice and support to management across the facility on all engineering-related matters; may coordinate the activities of operations support specialists and technicians.

7. Monitors and evaluates operational and equipment performance using both national and local metrics to drive improvements in service, productivity, and cost management.

8. Leads cross-functional teams focused on enhancing service quality, reducing costs, and improving productivity.

9. Delivers training to mail processing managers and staff on standardization and continuous improvement methodologies using nationally developed training resources.

10. Communicates effectively, both verbally and in writing, to provide technical guidance, program support, training, and policy clarification to various stakeholders.

11. Maintains a strong commitment to safety for oneself and others; ensures proper care of materials and equipment utilized in operations.

REQUIREMENTS:

  1. In-depth knowledge of industrial engineering concepts, principles, techniques, and practices related to layout design, process optimization, work measurement, quality assurance, ergonomics, and material handling.
  2. Proven ability to apply industrial engineering principles to enhance work methods, operational performance, work measurement, and employee scheduling.
  3. Demonstrated capability to lead cross-functional teams focused on performance improvement.
  4. Expertise in designing layouts for operations, processes, systems, and equipment.
  5. Ability to assess experimental, prototype, and retrofitted equipment.
  6. Strong oral and written communication skills for providing technical guidance, training, and policy interpretation related to industrial engineering, standardization, and continuous improvement processes.
  7. EDUCATION/EXPERIENCE REQUIREMENT: Candidates must hold a Bachelor's or advanced degree in an industrial engineering or professional engineering program accredited by the Engineering Accreditation Commission (EAC) of ABET. Preference eligible veterans qualify with a valid Professional Engineer license and six (6) years of relevant industrial engineering experience. This requirement does not apply if the candidate has previously held a USPS career Operations Industrial Engineer position.
