FUNCTIONAL PURPOSE:

This role is responsible for overseeing and implementing nationwide industrial engineering practices, standardization, and continuous enhancement strategies to elevate service quality and cost efficiency through direct engagement in mail processing activities.

DUTIES AND RESPONSIBILITIES:

1. Conducts thorough analyses of mail processing operations utilizing industrial engineering and continuous improvement methodologies to enhance service levels, productivity, and cost efficiency.

2. Executes national standardization initiatives and processes through active participation in mail processing to bolster service quality, productivity, and cost-effectiveness.

3. Creates costing and staffing models to optimize employee and equipment utilization; offers insights on effective employee scheduling to align with mail volume and time constraints.

4. Develops innovative solutions to enhance operational performance and minimize costs; oversees the implementation of new procedures and assesses their effectiveness.

5. Contributes to the preparation and justification for new or modified facilities and equipment; recommends adjustments to the layout of workspaces and operational processes.

6. Provides expert technical advice and support to management across the facility regarding all engineering aspects; may coordinate the efforts of operations support specialists and technicians.

7. Monitors and evaluates operations and equipment performance using both national and local reporting metrics to enhance service quality, productivity, and cost efficiency.

8. Leads cross-functional teams focused on initiatives for service enhancement, cost reduction, and productivity improvement.

9. Delivers training to mail processing managers and staff on standardization and continuous improvement methodologies using nationally developed training resources.

10. Communicates effectively, both verbally and in writing, to provide technical guidance, program support, training, and policy interpretation to various stakeholders.

11. Maintains a strong commitment to safety for oneself and others; ensures proper care of materials and equipment utilized.

REQUIREMENTS:

  1. Comprehensive knowledge of industrial engineering theories, principles, techniques, and practices related to layout design, work simplification, process analysis, work measurement, quality assurance, ergonomics, and material handling.
  2. Capability to apply industrial engineering principles for work method enhancements, operational performance improvements, work measurement, and effective employee scheduling and staffing.
  3. Proven ability to lead cross-functional performance improvement teams.
  4. Skill in developing layouts for operations, processes, systems, and equipment.
  5. Competence in evaluating experimental, prototype, and retrofitted equipment.
  6. Ability to provide oral and written technical guidance, training, and policy interpretation concerning industrial engineering, standardization, and continuous improvement processes, along with excellent presentation and facilitation skills.
  7. EDUCATION/EXPERIENCE REQUIREMENT: Candidates must hold a Bachelor's or advanced degree in an industrial engineering or professional engineering program accredited by the Engineering Accreditation Commission (EAC) of ABET. Preference-eligible veterans qualify with a valid Professional Engineer license and six (6) years of professional industrial engineering experience. This requirement does not apply if the candidate has previously held a USPS career Operations Industrial Engineer position.
