Position Overview:
As an Infrastructure Program Advisor, you will play a pivotal role in driving city-wide enhancements by overseeing significant projects from initial concept through to execution. This role involves leading a team of project managers dedicated to implementing corridor initiatives that facilitate mobility in the community. The ideal candidate is a proactive leader with a demonstrated history of effective collaboration with various stakeholders. Travel Requirements:
The Capital Delivery Services Department operates from multiple locations throughout the city. If selected for this role and you meet the Driver Safety Standards, you may be required to travel to various sites as part of your regular duties.

Hybrid Work Structure:
The City of Austin Telework Program empowers employees and leaders to establish hybrid work arrangements that foster high performance and engagement. Employees are typically scheduled to work at least three days per week at their designated worksite, with some roles requiring additional on-site presence.

90-Day Provision for Additional Vacancies:
If another vacancy arises within the Capital Delivery Services Department in the same job title within 90 days of the top candidate's start date, the additional position may be offered to another top candidate from the same applicant pool.

Preferred Qualifications:
  • Experience in scope and financial management of design and construction for civil engineering projects within a municipal setting.
  • Proficiency in reading and interpreting design and construction contract documents and plans.
  • Experience in developing and monitoring schedules for large civil engineering projects.
  • Leadership experience in supervising project management professionals.
  • Experience in preparing Requests for Council Action and Change Orders.
  • Ability to travel to multiple work locations.
Essential Duties and Responsibilities:
As per the Americans with Disabilities Act, essential duties may include the following, with other related tasks assigned as necessary:

1. Maintain knowledge of the City's Capital Improvements Program and its strategic objectives.
2. Stay informed about key capital program issues affecting the City.
3. Oversee and monitor the progress of the City's portfolio of bond projects.
4. Participate in the City's CIP planning and review processes.
5. Generate reports from CIP Program data and provide analytical insights for decision-making.
6. Monitor CIP project and program issues and assist in resolution as needed.
7. Ensure compliance with CIP operating procedures, policies, and ordinances.
8. Monitor the City's CIP project portfolio for legal and regulatory compliance.
9. Develop and conduct training for City personnel involved in the CIP Program.
10. Provide technical advice and assistance to city management as necessary.
11. Collaborate with other agencies and departments involved in the City's CIP portfolio.
12. Represent City staff at City Council and board meetings as required.

Supervisory Responsibilities:
May provide leadership and supervision to employees, including planning and assigning work.

Knowledge, Skills, and Abilities:
Must possess the necessary knowledge, skills, abilities, and experience to perform essential job functions effectively. This includes:
- Knowledge of project management systems.
- Familiarity with program and portfolio management methods.
- Understanding of engineering and architectural principles and practices.
- Knowledge of budget policies and principles.
- Familiarity with capital improvement program processes.
- Understanding of CIP contracting methods and processes.
- Proficiency in manual and automated financial systems.
- Skills in negotiating with diverse groups to achieve objectives.
- Proficiency in written and oral communication, including public presentations.
- Ability to establish and maintain effective working relationships with colleagues and the public.
- Ability to compile and analyze complex CIP data for reporting purposes.
- Ability to exercise good judgment, tact, and diplomacy in public interactions.
- Ability to conduct objective analyses of business processes to enhance the delivery of the City's CIP projects.
