Position Overview: This role represents the supervisory tier within the occupational classification. The incumbent will oversee Specialists responsible for assessing eligibility for various government assistance initiatives and a diverse range of support staff. The supervisor will be tasked with training, guiding, and developing team members while also monitoring the effectiveness of case management services. The Benefit Programs Supervisor is differentiated from the Benefit Programs Manager, who has the additional responsibility of overseeing Supervisors and managing overall program performance. Key Responsibilities:- Provide administrative and programmatic oversight to team members;
- Evaluate case management strategies, ensuring quality assurance in service delivery;
- Create comprehensive guidelines for case management services and allocate caseloads to staff;
- Coordinate and supervise staff activities;
- Conduct individual and group meetings to discuss cases and address challenges;
- Review case documentation and assess staff performance, recommending necessary actions;
- Advise on hiring, disciplinary measures, transfers, promotions, and terminations in accordance with relevant statutes and policies;
- Advocate for staff needs to senior management;
- Develop and enforce internal operating policies and procedures;
- Interpret changes in regulations and policies to staff; train new hires on agency policies and procedures;
- Assess staffing requirements and provide recommendations to management;
- Maintain accurate records and generate regular and special reports;
- Engage in the development and implementation of agency administrative policies;
- Make decisions on complex cases or escalate them for higher-level review;
- Authorize emergency assistance for applicants and recipients;
- Act as a liaison with other agencies and organizations;
- Monitor program expenditures;
- Meet with community organizations to discuss programs and resources, fostering collaborative relationships;
- Assign caseloads to team members;
- May represent the Director of Social Services as designated.
Knowledge: Extensive understanding of current social, economic, and health trends; effective supervisory principles and practices; public assistance programs, policies, and regulations; literature related to eligibility determination; principles of casework supervision; and effective interviewing techniques. Proficient in using computer systems and standard office software, including human services systems.
Skills: Proficient in operating personal computers and relevant office and agency software.
Abilities: Proven capability to work collaboratively with others; independently supervise and train staff to effectively engage with the public; plan and manage work efficiently; communicate effectively in both oral and written forms; interpret laws, policies, and regulations to make informed decisions; plan and oversee work activities, including service delivery, training, recordkeeping, and organizational operations; develop and sustain positive working relationships with internal and external stakeholders; and evaluate financial assistance programs.
Education and Experience: A Bachelor's degree in a human services discipline along with experience in a lead or supervisory role within human services programs, or an equivalent combination of training and experience that provides the necessary knowledge, skills, and abilities. Special Requirements:Applicants may undergo a Criminal History Background check, Central Registry search, DMV driving record evaluation, and/or pre-employment drug screening. The investigation may include fingerprint checks (State Police, FBI), local agency verifications, employment history, educational verification, credit checks relevant to employment, and other assessments as requested by the hiring authority.

Willingness to work in community emergency shelters during disasters or emergencies is required.
