Job Title: Benefit Programs Supervisor

Join the Commonwealth of Virginia team as a Benefit Programs Supervisor, a key role in our social services department.

Job Summary:

The Benefit Programs Supervisor is responsible for supervising staff who determine eligibility for government assistance programs. This role involves training, leading, and developing staff, as well as monitoring case management services.

Key Responsibilities:
  • Provide administrative and programmatic supervision to staff.
  • Review case management plans to ensure quality assurance of case management services.
  • Develop written guidelines for the delivery of case management services.
  • Assign caseloads to staff and coordinate and monitor their activities.
  • Hold individual and group conferences to review cases and problems.
  • Review case records and evaluate the performance of staff members, recommending indicated action.
  • Recommend hiring, disciplinary actions, transfer, promotion, and termination of personnel within the limits of appropriate statutes, rules, and regulations and policies.
  • Represent staff needs to the senior management team.
  • Prepare and implement internal operating policies and procedures.
  • Interpret regulation, policy, and other program information changes to staff and train new employees in areas such as agency policy, department procedures, and agency or government regulations.
  • Determine staffing needs and make recommendations to management.
  • Maintain records and prepare regular and special reports.
  • Participate in developing and implementing agency administrative policy.
  • Make decisions on controversial cases or present them for higher-level action.
  • Authorize emergency assistance for applicants/recipients.
  • Serve in a liaison capacity to other agencies and groups.
  • Monitor program expenditures.
  • Meet with community groups to discuss programs and resources and develop/maintain cooperative relationships with public and private entities.
  • Assign caseloads to staff.
  • May act for the Director of Social Services as designated.
Requirements:

To be successful in this role, you will need:

  • Considerable knowledge of current social, economic, and health issues and trends.
  • Principles and practices of effective supervision.
  • Public assistance programs, policies, and regulations.
  • The literature in the field of eligibility determination.
  • Casework supervision principles and practices.
  • Effective interviewing techniques.
  • Working knowledge of computer systems and standard office software, including the state Department of Social Services human services systems.
Education and Experience:

A Bachelor's degree in the human services field and human services program experience in a lead or supervisory capacity, or any equivalent combination of training and experience that provides the required knowledge, skills, and abilities.

Employee must be willing to work in a community emergency shelter in the event of a disaster or emergency.
