Engages in advanced and intricate transportation engineering tasks across various domains such as planning, project development, design, construction, and transportation/traffic operations. Ensures adherence to relevant federal and state regulations, policies, procedures, standards, and guidelines. This role necessitates interaction with governmental representatives and private sector stakeholders. Professionals at this level operate with a high degree of autonomy and take full responsibility for their deliverables.

Key Responsibilities:


Transportation Engineer III: Provide design assistance and endorsement for hydraulic and hydrologic methodologies utilized by district, area offices, and consulting engineers. Conduct routine hydraulic and hydrologic evaluations, designs, and analyses for district initiatives and consultant agreements.

Review, assess, and either approve or provide feedback on hydrologic/hydraulic documentation. Conduct hydraulic and hydrologic assessments and regulatory reviews of projects prior to the submission of preliminary layouts or Plans, Specifications, and Estimates (PSE) for contract letting.

Transportation Engineer IV: In addition to the aforementioned responsibilities, investigate and assist in resolving drainage-related challenges. Oversee the progress and quality of consultants' work; verify invoices and related documentation; prepare supplementary agreements.
Perform additional tasks as required.

Transportation Engineer V: Beyond the duties outlined above, cultivate and maintain expertise in all facets of hydrologic and hydraulic analysis and design. Mentor, train, and develop junior engineers and designers.

Act as the primary contact for district and area office personnel for foundational knowledge on hydraulics and hydrology, ensuring consistent application of statewide and district design policies. Supervise and either approve or conduct routine hydraulic and hydrologic studies, designs, and analyses for district projects and consultant contracts. Provide guidance to other district staff in hydraulics and hydrology and for personnel in hydraulic and hydrology rotations.

Support the district environmental quality coordinator and environmental coordinator on hydraulic matters related to environmental and water quality issues. Assist district maintenance teams with the performance and upkeep of drainage systems, including data collection on persistent problem areas or extreme weather events. Collaborate with local authorities, developers, and property owners regarding hydraulics-related concerns, including monitoring local studies and activities that may influence drainage facilities or operations.

Coordinate with TxDOT project managers, DES-HYD staff, and District Human Resources to deliver hydrologic and hydraulic training for TxDOT personnel.

Lead and mentor professional and administrative staff. Deliver presentations and represent TxDOT. Update, review, monitor, and evaluate requests for modifications to plans, manuals, and standard specifications.
