Position Summary

The selected candidate will be part of the Administration's Contracts, Management, and Procurement Unit, overseeing the financial compliance of contracts related to substance abuse and mental health services. Key responsibilities include ensuring adherence to federal and state regulations and requirements concerning fiscal management. The incumbent will directly manage the claims monitoring process for these contracts.

Key Responsibilities

The following functions are essential and represent core responsibilities for this position, though not exhaustive of all duties: Formulates, recommends, and implements policies and procedures regarding financial operations. Assists in the preparation and management of the agency's operating budget. Monitors and evaluates program expenditures to ensure compliance with federal regulations and contractual obligations while forecasting budget requests and federal reimbursements. Develops mechanisms for revenue recovery and collection. Conducts comprehensive management studies to provide financial advisory services. Engages in the financial review of proposals, offering recommendations and preparing necessary documentation. Collaborates with agency officials, federal representatives, and program personnel to compile and analyze data, recommending improvements or solutions. Reviews relevant legislation and state/federal regulations to assess their impact on agency operations. May oversee, assign, and evaluate the work of subordinate staff.

Qualifications

Requirements for Financial Compliance Analyst

Candidates must demonstrate competence in the following areas:

A Bachelor's degree or higher in Accounting, Business Administration, Economics, Finance, Business Management, Computer Information Systems, or a related field. At least six months of experience in financial administration, including comprehensive analysis of programs, budgets, and costs; financial planning; revenue generation; and cash flow management. A minimum of three years of experience in planning, designing, developing, implementing, and evaluating fiscal management studies. Six months of experience in budget development, including financial data analysis and planning. Three years of experience interpreting laws, regulations, and policies. Six months of experience in narrative report writing.

Employment Conditions

Candidates must be legally authorized to work in the United States. DelDOT participates in E-Verify and will provide the federal government with necessary information to confirm work authorization.
