Summary Statement
The incumbent will work within the Administration's Contracts, Management, and Procurement Unit, overseeing the financial compliance of contracts related to the Division of Substance Abuse and Mental Health (DSAMH). Key responsibilities include monitoring the fiscal adherence of contracts in accordance with federal and state regulations. The role involves direct management of the claims monitoring process for DSAMH contracts.
Essential Functions
The essential functions outlined below are core responsibilities common to all positions in this classification and are not intended to be an exhaustive list of all job duties:
- Formulates, recommends, and implements policies and procedures concerning financial matters.
- Assists in the preparation and maintenance of an operational budget for the agency.
- Monitors and evaluates program expenditures to ensure compliance with federal regulations and contractual obligations while forecasting budget requests and federal reimbursements.
- Develops mechanisms for revenue recovery and collection.
- Plans and conducts complex management studies to provide financial advisory services.
- Participates in the financial assessment of proposals, providing recommendations and preparing necessary documentation.
- Collaborates with agency officials, federal representatives, fiscal personnel, program representatives, and employees to compile and analyze data, recommending improvements or solutions.
- Analyzes relevant legislation and state/federal regulations to anticipate impacts on agency operations.
- May oversee and evaluate the work of subordinate personnel.
Job Requirements
JOB REQUIREMENTS for Financial Compliance Analyst
Candidates must demonstrate competence in the following areas:
- A Bachelor's degree or higher in Accounting, Business Administration, Economics, Finance, Business Management, Computer Information Systems, or a related field.
- At least six months of experience in financial administration, including comprehensive analysis of programs, budgets, projects, services, alternatives, and costs; financial planning; revenue generation; and cash flow management.
- A minimum of three years of experience in planning, designing, developing, implementing, and evaluating fiscal management studies.
- Six months of experience in budget development, including financial data analysis and planning.
- Three years of experience interpreting laws, rules, regulations, standards, policies, and procedures.
- Six months of experience in narrative report writing.
