Project Overview:

As the ROSS Service Coordinator, you will hold the administrative authority and responsibility necessary to execute your designated tasks. You will oversee the ROSS Program under the guidance of the Senior Director of Community Development, ensuring compliance with HACA policies, HUD regulations, and federal guidelines. The program is centered around strategic goals and metrics, requiring thorough analysis to meet grant objectives. This role is supported by a three-year HUD grant, with potential for renewal.

Your primary responsibilities will include the design and execution of a Resident Opportunity and Self-Sufficiency (ROSS) program, adhering to grant compliance. This encompasses coordinating supportive services and resident empowerment initiatives aimed at assisting Project-Based Rental Assistance (PBRA) residents in achieving greater self-sufficiency. The services provided should empower families to enhance their earned income, minimize or eliminate reliance on assistance, and progress towards economic independence and housing self-sufficiency, focusing on areas such as Health and Wellness, Digital Inclusion, Employment, Education, and Financial Literacy. You will also utilize internal referrals to connect residents with programs offering direct services, including homeownership assistance, life skills training, educational workshops, and youth programs.

Key Responsibilities:

  1. Establish and maintain a comprehensive network of educational, training, mental health, economic development, and other supportive services for both youth and adults.
  2. Create and manage a directory of available service resources, acting as a liaison between participants and service providers.
  3. Identify participant needs, set clear and measurable goals, and connect individuals with appropriate resources. Document progress and reassess services as necessary.
  4. Assist participants in completing required application and enrollment forms.
  5. Maintain regular communication with clients through various channels.
  6. Ensure timely and accurate completion of paperwork, data entry, monthly reports, and case notes.
  7. Coordinate referrals and/or provide on-site supportive services for ROSS participants, including mental health support, GED programs, employment workshops, and financial education, in collaboration with community agencies.
  8. Work with the FSS program to facilitate smooth transitions for participants between programs.
  9. Assess needs and service gaps, working towards identifying effective solutions.
  10. Participate in Resident Council meetings and activities, coordinating public hearings for resident feedback.
  11. Provide regular reports to the Supervisor on program progress and areas for enhancement, including required HUD reports.

Qualifications:

Required:

  • High school diploma or G.E.D. with at least one year of experience in social services or community outreach; or an equivalent combination of education and experience.

Preferred:

  • Associate's Degree with two years of relevant experience; or an equivalent combination of education and experience. Experience in managing or delivering social service programs is advantageous. Proficiency in Spanish, Vietnamese, Arabic, or Sign Language is a plus.

Skills:

  • Ability to communicate effectively in English and Spanish is preferred.
  • Experience in case management and familiarity with HUD regulations.
  • Comprehensive understanding of community resources related to social services and workforce development.
  • Ability to engage with individuals from diverse backgrounds, including Public Housing residents and local service providers.
  • Strong interpersonal skills to handle sensitive situations with tact and diplomacy.

Certifications:

  • Valid Texas driver's license.
  • Eligibility for coverage under Housing Authority fleet auto insurance.

Physical Requirements: This role requires regular standing and walking. The ability to understand and follow complex written and oral instructions is essential. Effective communication and relationship-building skills with residents, community partners, and colleagues are crucial.
