Directs engineering business operations and implements process enhancements aimed at improving productivity, reliability, and overall effectiveness.

Program Management:
Leads a proactive project leadership team focused on driving innovative technical advancements and oversees projects related to tactical operations and avionics products and services.

Manages programs in collaboration with other divisions, coordinating internal design efforts and executing programs exceeding $5M in Non-Recurring Engineering (NRE).

Accountable to program managers and collaborates with budget analysts, contract negotiators, engineering department heads, cost account managers, chief engineers, systems engineers, functional engineers, logistics personnel, manufacturing staff, operations teams, subcontractor technical teams, and clients.

Identifies and mitigates project technical risks while resolving design challenges. Conducts engineering project planning, including scheduling and cost estimation, to meet program objectives and manage daily project execution.


Responsible for achieving Design for Excellence (DFX), cost, schedule, and performance targets, as well as completing project closure activities.


Facilitates the collection and distribution of technical information between the company and clients.


Leads the design team in the procurement and integration of New Product Introduction (NPI) builds.


Oversees the completion of test reports and design for test requirements.


New Product Development and Proposals:

Collaborates with Systems Engineering, business development, and new capture initiatives to identify and create technical solutions that address customer needs.

Manages new product development engineering teams to produce rapid prototypes that showcase system capabilities.


Guides a technical team in developing project proposals by defining requirements, scope, technical approach, work breakdown structure, discrete tasks, engineering basis of estimates, and risk identification.

Participates in negotiations with subcontractors and clients leading to contract awards.


Communication:

Effectively communicates with team members, program management, and direct management regarding technical design status, earned value results, financial summaries, project achievements, and risks/issues/concerns.

Engages with clients and business development teams to establish schedules, costs, risks, and specifications for both new and existing products.

Required Education and Experience:

Education: Bachelor's Degree (Master's Degree preferred) in Engineering or equivalent relevant experience.

Experience: Minimum of 9 years with a Bachelor's Degree; 7 years with a Master's Degree or equivalent relevant experience leading a technical team and being accountable for cost, schedule, and technical performance.

Expertise in project engineering/management with multi-disciplinary technical efforts. Proficient in life-cycle product development and in analyzing and resolving complex technical issues related to operational considerations.


Required Skills:

Proficient in Microsoft Office and Project applications.

Expert in contemporary project planning/management tools and techniques, risk management, and earned value management principles.

Mastery of requirements management, subsystem and system integration, development/operational testing, logistics/supportability, producibility, configuration management, and quality assurance processes.

Expertise in Risk Management tools and techniques.

In-depth knowledge of Earned Value Management Systems (EVMS).
