Position Summary:

This role, reporting directly to the Chief Financial Officer (CFO), serves as the primary administrative officer for contracts within the Department. The incumbent holds the authority to approve all contracts that commit the Department to financial expenditures and is expected to maintain 'Level Two Delegation Authority' as defined by the Department of Administration. Responsibilities encompass professional consultation, oversight, and guidance on various procurement and contract management matters; formulating, interpreting, and assessing standards and guidelines for contract documentation; contributing to the development and upkeep of an automated contract monitoring system; representing the agency in diverse negotiations, meetings, and conferences; and evaluating proposed legislation that impacts procurement and contracting, advising the CFO on potential implications for the department. This position acts as the representative for DNRC in all procurement-related activities.

Key Responsibilities: The following functions are essential to this position and do not encompass all possible duties that may be assigned.

Program Development and Administration Contract Development and Negotiation Coordination - Collaborates closely with the agency's legal team on legal matters that may arise from specific contracts or procurement practices. Engages with the legal unit regarding potential issues. Oversees the 'Request for Proposal and Invitation' processes. Establishes and maintains documentation for insurance documents, letters of credit, and performance bonds. Ensures a system is in place for contractors to update their documents as necessary. Maintains an up-to-date contract numbering and filing system, ensuring all relevant data is recorded in the automated contract monitoring system. Determines the necessity of contracts, purchase orders, requisitions, or credit cards based on state statutes and policies, coordinating these processes with the Office staff as needed.

Additional Responsibilities - This position also encompasses a variety of other tasks to support ongoing operations within the Division and Department. This includes managing special projects, representing the Division or Department at various meetings and conferences, and participating in continuous training and educational programs.

Supervision: This position is not expected to supervise staff.

Minimum Qualifications (Education and Experience):

Bachelor's degree in Business, Public Administration, Communication, or a related field; OR Associate degree in Business, Public Administration, Communication, or a related field with two years of experience in technical writing, research, or project management; OR Alternate combinations of education and experience will be evaluated on a case-by-case basis.

Provide exceptional customer service Conduct research, system analysis, and data gathering Understand the principles and practices of government contracting Communicate effectively with various levels of management and stakeholders Mediate and resolve conflicts Set objectives and priorities based on management's goals and direction Identify problems and emerging issues, establishing strategies to address them Work independently with minimal supervision Manage multiple projects and time effectively Familiarize with the State of Montana's procurement processes, administrative rules, and federal procurement laws.

Special Information: Candidates must be eligible to work in the United States. A valid driver's license is required with fewer than 12 conviction points in the most recent completed 36 months.

Eligibility to Work: In accordance with the Immigration Reform and Control Act, the selected candidate must provide documentation that shows authorization to work in the United States within three days of hire.
