Job Description

Job Summary: We are seeking a highly skilled and experienced professional to join our team as a Program Manager in the Energy Division. The successful candidate will be responsible for providing specialized professional-level program management and contract administration for energy efficiency programs in Washington state.

Key Responsibilities:

  • Program Implementation: Conduct complex program implementation, evaluation, and oversight of processes and policies, ensuring compliance with relevant state and federal laws and regulations.
  • Contract Administration: Interpret and apply federal and state laws and regulations, plan, develop, and track program goals and objectives, and identify and solve problems with effective solutions.
  • Grant Management: Conduct outreach and prepares communications to generate interest in grant programs, strengthen relationships with clients, stakeholders, and co-workers, and engage with supervisor to assist with resolving and negotiating complex issues.
  • Technical Assistance: Provide technical support to grantees, identify and resolve programmatic, scope of work, or funding condition conflicts, and prepare written reports, testimony, and policy recommendations.

Requirements:

  • Education: Bachelor's degree in business, public administration, public policy, accounting, or related field.
  • Experience: Three years of professional-level experience in one or more of the following: community, trade, or economic development, federal/state grant and loan administration, accounting, or public policy.

Desired Qualifications:

  • Grant Management Experience: Experience managing grant programs, including demonstrated contracting, program management, and technical assistance.
  • Energy Efficiency Knowledge: Familiarity with the energy economy in the state of Washington.
  • Technical Skills: Proficient with Microsoft Office Suite, with emphasis on Outlook and Excel.
