The National Counterintelligence & Security Center (NCSC) is dedicated to spearheading and facilitating the U.S. Government's counterintelligence (CI) and security operations essential for safeguarding our nation. The NCSC also extends CI outreach to U.S. private sector organizations vulnerable to foreign intelligence infiltration and issues public alerts concerning intelligence threats to the United States.
Eligibility
- This position is open to the general public, including U.S. Citizens, Nationals, or individuals who demonstrate allegiance to the United States.
Current and former Federal employees with competitive or excepted status, as well as all U.S. Citizens, are eligible to apply. Former Peace Corps members may be considered for employment only if five full years have passed since their separation from the Peace Corps.
Key Responsibilities
- Direct, manage, and lead programmatic initiatives and daily operations within the organization, collaborating with leadership to ensure strategic alignment with the mission, goals, and objectives of the Office of the Director of National Intelligence (ODNI).
- Supervise personnel, training, budget, contract administration policies, and procedures, along with information technology, facilities, equipment, and logistics to ensure successful achievement of the organization's mission.
- Oversee budget planning and execution, strategic resource allocation, and budgetary decisions, serving as the primary approving authority for the office.
- Facilitate human resources planning and personnel actions, working closely with ODNI/Human Resources (HR) to implement and monitor new HR initiatives.
- Lead the development and evaluation of strategic planning documents supporting U.S. Government agencies' national security and foreign policy interests.
- Manage tasking responses, work activities, assignments, and projects within the organization and across the Intelligence Community (IC), ensuring effective completion of initiatives and requirements.
- Oversee organizational action processing, standard operating procedures, file maintenance, record-keeping, and morale, welfare, and recreation activities.
- Ensure effective corporate communications to keep the workforce informed about IC, ODNI, and organizational programs, initiatives, and training opportunities; facilitate two-way communication between staff and leadership.
- Build and maintain productive relationships with other ODNI Chiefs of Staff, ODNI components, and within the organization to address cross-functional issues.
- Manage internal business processes for the organization, ensuring staff are informed of emerging developments.
- Lead a professional team, assess performance, collaborate on goal setting, and provide feedback on professional development.
Qualifications
Conditions of Employment
- Must be a U.S. Citizen residing in the United States.
- Appointment is contingent upon a suitability or fitness determination following a completed background investigation.
- Must be able to obtain and maintain a Top Secret security clearance with eligibility for sensitive compartmented information (SCI).
- Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.
- A two-year trial period is required for all new permanent appointments.
- Exceptional organizational, managerial, and leadership capabilities, with a focus on effectively managing the professional development of staff.
- In-depth knowledge of the IC and ODNI budgetary processes, personnel regulations, contract regulations, and resource allocation policies.
- Strong strategic and tactical planning, critical thinking, and analytical skills to propose innovative solutions and implement changes resourcefully.
- Excellent coordination, networking, and communication skills across the ODNI, IC, and U.S. Government agencies.
- Superior oral and written communication skills, capable of conveying complex information clearly to diverse audiences.
- Proven ability to work collaboratively with teams, build and sustain professional relationships, and exert influence effectively across the IC.
- Expertise in resource planning, budget forecasting, and execution.
- Strong organizational skills to plan, schedule, and prioritize the workload of the staff.
- Ability to establish goals, manage workflow, and identify professional development needs for employees.
- Commitment to developing a diverse workforce and fostering an inclusive environment.
- Bachelor's degree or equivalent experience.
