Position Overview:

The Assistant Director of Guaranty Funds is a highly skilled individual with a background in finance, insurance, and legal affairs. This role entails overseeing the management and administration of the Arizona Life and Disability Insurance Guaranty Fund (ALDIGF) and the Arizona Property and Casualty Insurance Guaranty Fund (APCIGF), collectively known as the Arizona Guaranty Funds.

The Arizona Guaranty Funds serve as a protective measure for residents and businesses in Arizona impacted by insurer insolvency, providing essential protections and benefits within legal frameworks. Each fund operates under the guidance of a board of directors, with the Executive Director executing the duties in alignment with the board's operational strategy.

Key Responsibilities:


• Direct and manage all functions of the Arizona Guaranty Funds. Cultivate and oversee staff and contractors, ensuring effective procurement and management of necessary contracts through the appropriate state processes.


• Formulate and enforce policies and procedures to establish robust internal controls for financial management, safeguarding the resources entrusted to the Funds. Ensure meticulous documentation of all financial transactions, including payments, receipts, and investments, while producing accurate monthly and annual financial reports.


• Act as a representative of the Arizona Guaranty Funds in engagements with key stakeholders and at industry conferences. Participate in national committees for ALDIGF and APCIGF to share best practices and address multi-state insolvency issues.


• Supervise and coordinate the activities of the ALDIGF and APCIGF Boards of Directors. Organize board meetings in compliance with state open meeting regulations, ensuring accurate documentation of minutes and board decisions.


• Assess complex coverage matters and new insurance products to evaluate the eligibility of claims and policies from insolvent insurers for coverage by the Arizona Guaranty Funds. Determine the application of coverage limits for each insolvency and ensure efficient and accurate claims processing.


• Review proposed complex transactions aimed at financing or transferring claims and policies from insolvent carriers, often involving multiple stakeholders. Make informed decisions to protect Arizona policyholders and ensure appropriate responses from the Arizona Guaranty Funds.


• Develop and implement comprehensive policies and procedures for calculating assessments of member insurers. Oversee the collection and documentation of assessment payments, ensuring the issuance of Certificates of Contribution to those who contribute.


• Perform additional duties as assigned related to the role.

Essential Knowledge, Skills & Abilities:

Knowledge:


• In-depth understanding of public administration principles, including finance, management, and procurement.


• Extensive knowledge of insurance regulations and industry practices.


• Strong grasp of legal standards and protocols relevant to the Arizona guaranty funds.

Skills:


• Proficient in professional communication, fostering positive relationships, and strategic planning.


• Ability to evaluate legal matters and reconcile conflicting interests.

Abilities:


• Capable of managing professional staff and contractors effectively.


• Skilled in analyzing complex financial data and making sound decisions.

Educational Requirements:


• A minimum of a Bachelor's degree in law, accounting, insurance, public administration, or a related field is required; a higher-level degree is preferred.

Preferred Qualifications:


• Candidates with 5-10 years of experience in legal, accounting, or executive roles within the insurance sector are preferred.


• Preference will be given to those with relevant licenses or certifications in insurance regulation.
