Job Description

Job Summary:

DarkStar Intelligence LLC is seeking an experienced Program Director to lead mission-critical projects focusing on quality, security, and regulatory compliance. The ideal candidate will possess deep expertise in Earned Value Management (EVM) and have at least ten years of program management experience.

Key Responsibilities:

  • Project Planning: Perform comprehensive requirements analysis to ensure project objectives are fully understood and aligned with stakeholder needs.
  • Resource Optimization: Optimize the allocation of resources, including personnel, technology, and finances, to effectively meet project deadlines and budget constraints.
  • Project Monitoring: Oversee project costing, schedule adherence, and deliverable tracking, ensuring that budget and timelines are maintained.
  • Financial Management: Utilize Earned Value Management (EVM) and other advanced reporting tools to control and manage project finances and resources.
  • Regulatory Compliance: Ensure strict adherence to the Federal Acquisition Regulations (FAR), the Defense Federal Acquisition Regulations Supplement (DFARS), the DoD 5000 series, Intelligence Community Directive Number 801, and NSA-specific guidelines.
  • Collaboration: Collaborate closely with NSA representatives to ensure alignment with national security goals and leverage specialized expertise when needed.
  • Cybersecurity: Enforce NSA cybersecurity standards, ensuring data handling and encryption requirements are met throughout all project phases.
  • Contract Management: Lead and manage multi-task contracts and subcontracts, demonstrating strong leadership in multi-vendor environments and ensuring compliance from all parties.
  • Compliance Audits: Conduct regular audits to monitor compliance with NSA regulations and other relevant frameworks and address any non-compliance or security risks promptly.
  • Culture Development: Cultivate a security-focused culture within the project team, emphasizing confidentiality and strict adherence to security protocols.

Requirements:

  • Clearance: Current TS/SCI + Full Scope Polygraph.
  • Certification: Certification in Program Management is mandatory. Acceptable certifications include PMP, FAC-P/PM Mid-Level, or DAWIA Level 2.
  • Experience: At least ten (10) years of experience in program or project management, with experience managing programs and contracts of similar scope and complexity.
  • Skills: A minimum of one (1) year of demonstrated experience managing and controlling funds and resources using Earned Value Management or similar reporting mechanisms.
  • Knowledge: Extensive knowledge of FAR, DFARS, DoD 5000 series, and Intelligence Community Directive Number 801.
  • Leadership: Experience managing multi-task contracts and subcontracts in a multi-vendor environment, demonstrating effective leadership and coordination across diverse teams.
