Program Management Specialist

Required Qualifications:
- A minimum of twelve (12) years of proven experience in Department of Defense/Intelligence Community program oversight, contract administration, and/or financial governance.
- A bachelor's degree with a focus on business is essential. Alternatively, a Project Management Institute PMP certification, Certified Federal Contracts Manager (CFCM) certification, or DAWIA Level III in any focus area, along with an additional three (3) years of relevant experience, may be considered in lieu of a degree for a total of fifteen (15) years.
- In the absence of certification, an additional three (3) years of directly related experience for a total of eighteen (18) years may be accepted.
- Intermediate proficiency in MS Excel is required, including demonstrated experience with pivot tables, slicers, and pivot charts.
- The Program Management Specialist will support individual program directors, initiative leaders, and PEO executives in tracking and reporting on the overall status of programs, initiatives, and/or a portfolio.
- Conduct comprehensive analyses across various contracts and governmental activities to pinpoint cost, schedule, and performance issues for a program or initiative. Execute cross-program evaluations to aid in responding to Investment Portfolio (IP) requests and generating execution reports.
- Draft procurement and program documentation such as Task Order Requests (TTOs), Statements of Work (SOWs), Program Management Plans (PMPs), Risk Management Plans, program timelines, Technical CICA memorandums, and Acquisition Strategies.
- Prepare presentations to convey analysis results as well as program/portfolio status updates.
The Level 3 Program Management Specialist (PMS) shall demonstrate the following capabilities:
- Generate financial and summary reports on program components for GPMs at the program level and assist with resource allocation and tracking; recommend funding adjustments as necessary (contract staffing, facilities, and budgets).
- Assist program directors in creating program documentation (TTOs, SOWs, PMPs, Risk Management Plans, program timelines, Technical CICA memorandums, and Acquisition Strategies), developing program schedules, monitoring program status, assessing operational and technical alternatives, conducting risk assessments, and managing integrated product teams.
- Support GPMs to ensure execution within the established cost, schedule, and performance baselines. Utilize program management tools (e.g., Plan-It, MS Excel) to assist GPMs with planning, documenting, executing, and reporting all program details (e.g., spend plans), for both current and future fiscal years.
- Participate in contract reviews to assist GPMs in conducting cost estimation and monitoring program/initiative outcomes.
- Advise on the creation and customization of financial execution reports and program acquisition documentation, ensuring that program requirements are affordable, supportable, and effective in meeting mission objectives.
- Assist in analyzing, tracking, and reporting program unfunded requirements in accordance with PEO policies and procedures.
- Prepare briefing materials, charts, spreadsheets, and other documents to aid the Government in program decision-making.
- Perform data analysis using MS Excel with pivot tables, slicers, and pivot charts to present information clearly and effectively.
- Create reports to support program management functions, including:
- Bi-Weekly execution reports by program detailing funding execution across a program, including budget center, appropriation, and funding sources.
- Bi-Weekly cost estimation reports by program summarizing the consolidated burn rate across all contracts supporting a program and the latest projections for funding needs for the fiscal year.
- Bi-Weekly overview reports comparing total budget available versus total projected costs for the remainder of the fiscal year.
- Bi-Weekly reports highlighting any areas of concern, such as delays in receiving external funds or slow execution against certain appropriations.
- Bi-Weekly contracts reports by program tracking current contract funding run-outs and periods of performance.
- Bi-Weekly staffing reports for LOE contracts, detailing current and projected staffing levels and highlighting any areas of concern.
- For programs undergoing contract actions and/or ARB baselining, document readiness schedules listing all required contract documents and their status against the baseline schedule.
- Assist GPMs and initiative leaders with resource planning and tracking.
- Prepare and support the delivery of presentations for program and initiative status reviews.
