Position Summary:

  • Support program directors, initiative leaders, and executive management in assessing and reporting on the overall status of various programs and initiatives.
  • Conduct comprehensive evaluations across multiple contracts and governmental operations to pinpoint cost, schedule, and performance issues.
  • Facilitate cross-program assessments to aid in responding to Investment Portfolio actions and generating execution reports.
  • Draft essential acquisition and program documentation including Technical Task Orders (TTOs), Statements of Work (SOWs), Program Management Plans (PMPs), Risk Management Plans, program timelines, Technical CICA memorandums, and Acquisition Strategies.
  • Prepare and deliver presentations to communicate analysis results and program/portfolio updates.

Required Knowledge, Skills, and Abilities:

  • Provide acquisition support in program management functions by analyzing financial execution and forecasting reports from vendors; collaborate with Government Contract Managers to address any discrepancies regarding contract performance.
  • Evaluate financial execution reports from Government Business Financial Managers and develop program-specific analysis and recommendations for action to Government Program Managers.
  • Deliver financial summaries on program components to Program Managers and assist in resource allocation and tracking; suggest funding adjustments as necessary.
  • Assist program managers in creating program documentation including TTOs, SOWs, PMPs, Risk Management Plans, program schedules, Technical CICA memorandums, and Acquisition Strategies.
  • Develop program timelines, monitor program progress, assess operational and technical alternatives, conduct risk assessments, and manage integrated product teams.
  • Support Program Managers to ensure execution aligns with cost, schedule, and performance baselines, utilizing program management tools for planning and reporting.
  • Participate in contract reviews to assist Program Managers in cost estimation and monitoring program outcomes.
  • Advise on the creation and customization of financial execution reports and program acquisition documentation to ensure effective program requirements are established.
  • Assist in tracking and reporting program unfunded requirements in line with organizational policies.
  • Prepare briefing materials, charts, spreadsheets, and other documentation to support government decision-making processes.
  • Utilize data analysis tools to present information clearly and effectively.
  • Create reports to support program management functions, including:
    • Biweekly execution reports detailing funding utilization across programs.
    • Biweekly cost estimation reports showing consolidated burn rates and funding projections.
    • Biweekly overview reports comparing total budget availability against projected costs.
    • Biweekly reports highlighting areas of concern, such as delays in funding receipt.
    • Biweekly contract reports tracking current contract funding and performance.
    • Biweekly staffing reports for contracts, illustrating current and projected staffing levels.
    • Documentation readiness schedules for contract actions and baseline completion.
  • Assist Program Managers and initiative leaders with resource planning and tracking.
  • Prepare and support presentations for program and initiative status reviews.
  • Maintain collaborative platforms and assist with task tracking.
  • Support configuration management processes and action item tracking.

Qualifications:

  • A minimum of eight (8) years of combined experience in program management, contract management, and/or financial management, along with a bachelor's degree in a relevant field. In lieu of a degree, Project Management experience may be considered.
  • Possession of PMP certification, Certified Federal Contracts Manager (CFCM) certification, or DAWIA Level II in any focus area, along with an additional three (3) years of directly related experience for a total of eleven (11) years may be substituted. Familiarity with Plan-It is preferred. An additional two (2) years of directly related experience may be substituted in lieu of certification.
  • Intermediate proficiency in MS Excel, including the use of pivot tables, slicers, and pivot charts is required.
