POSITION OVERVIEW
This role is accountable for the design, planning, and execution of the Transmission Maintenance and Inspection Programs within Electric Delivery. Responsibilities include interpreting and prioritizing asset failures for engineering design, overseeing the inspection program, and managing monthly activity-based costing and forecasting for maintenance and inspection tasks. Additionally, this position will oversee the acquisition and allocation of all Transmission Overhead and Underground contract crews and will manage any policy or procedural changes related to contractor usage. Damage assessment during storm events may also be required.

KEY RESPONSIBILITIES
Act as the leader for the Transmission Operations asset management program. Design, plan, and execute the Transmission Maintenance Program by prioritizing asset failures for engineering design and transitioning failure data to the maintenance database for eventual field construction. Ensure necessary permitting while providing oversight and approval of maintenance work packages prepared by Transmission Engineering and technicians. Coordinate maintenance work schedules with Grid Operations and Planners regarding circuit outages and crew availability.
Collaborate with Standards/Transmission Engineering concerning materials and tools, maintaining familiarity with relevant manuals, including General Rules and Specifications, Approved Materials Catalog, Energy Delivery Incident Command System manual, National Electrical Safety Code, and Tampa Electric Tariff. Ensure compliance with all construction standards on maintenance work requests, coordinating with appropriate personnel to resolve issues.
Exhibit strong safety leadership by providing safety training and development for both internal and external resources in all aspects of line construction and maintenance. Enforce safe work practices and policies, investigate incidents, and complete necessary documentation. Implement and continue existing Electric Delivery safety initiatives.
Provide oversight and guidance for transmission line patrol personnel regarding daily workloads, circuit patrol prioritization, and data collection using the Transmission Operations Inspection Application. Lead the Administrative Technical Aide to optimize daily administrative functions. Administer the Performance Review and Positive Discipline programs for direct reports, facilitating goal alignment and team engagement.
Serve as a liaison between Tampa Electric Company and contract crew leadership to ensure completion of Capital Maintenance and Capital project work, including work assignments, resolution of material discrepancies, invoice processing, and customer complaint resolution. Develop and implement Quality Control processes for all contracted workforce in Transmission Operations.
Develop budgets and forecasts for Capital and O&M costs and resource requirements for transmission asset management, aiming to achieve a +/- 5% monthly target. Assist in developing specifications, bid documents, and evaluation processes for material purchases and contracted services. Implement strategies for efficient execution of maintenance and inspection activities, coordinating with Purchasing and Stores regarding material availability and inventory levels.
Compile program narratives, financial data, performance metrics, and goals for the transmission section of the annual FPSC System Hardening Report. Prepare monthly maintenance and inspection status reports for upper management.

QUALIFICATIONS
Education:
Required: High school diploma or GED
Preferred: Associate's Degree from an accredited institution; Advanced training in Project Management principles and applications.

Related Experience
Required: A minimum of 5 years of operational experience related to the responsibilities of this role, with direct experience in transmission line maintenance, engineering, and construction. Proven leadership in complex and diverse projects.
An Engineering Degree may be considered in lieu of related experience requirements.

Knowledge/Skills/Abilities
Required: Demonstrated positive leadership skills, initiative, and the ability to take on increasing responsibilities and complex construction assignments. Strong knowledge of work planning, scheduling, estimating methods, outage planning, coordination methods, procurement procedures, and policies. Familiarity with Electric Delivery business practices, including contracts, budgeting, staffing, and resource planning. Knowledge of Transmission operations or engineering, DETM, ED Construction Programs, General Rules & Specifications, Approved Materials Catalog, and Standard Electrical Service Requirements.
Excellent oral and written communication skills; proficiency in Microsoft Office (Access, Word, Excel, PowerPoint, MS Project, Primavera) is essential.

PHYSICAL DEMANDS/REQUIREMENTS
This position entails physical demands in the field, including working in energized areas, traversing rough terrain, lifting objects up to 50 lbs., and wearing Fire Resistant (FR) clothing.
