Job Summary

We are seeking a highly skilled Payroll Specialist to join our team at the Texas School for the Deaf. The successful candidate will be responsible for performing moderately complex timekeeping and payroll functions, including processing payroll transactions, maintaining payroll processing controls, and communicating with staff and external entities to resolve complex payroll questions and issues.

Key Responsibilities
  • Process payroll transactions in accordance with applicable regulations, policies, and procedures
  • Maintain payroll processing controls and assist with returned monies and payment cancellations
  • Communicate and coordinate with staff and external entities to research, explain, and/or resolve complex payroll, leave, tax, or retirement-related questions and issues
  • Process payroll and verify accuracy of hours to be paid
  • Assist with preparing system for payrolls and completing the fiscal year-end process
  • Provide assistance and respond to district/division time administrator and/or employees with functionality and procedural payroll questions and issues
  • Set up work schedules and schedule overrides; enter awarded agency time, donated sick hours, and military hours; reconcile and insert time for terminated employees; reconcile leave without pay hours
  • Assist with preparation of substitute payroll calculation and data entry
  • Assist with longevity and benefit replacement payments, lump sum payments to eligible terminated employees, monthly overtime and comp time payments
  • Assist in preparation of Internal Revenue Service 941 returns
Requirements
  • Bachelor's Degree in business, public administration, finance, accounting, or a related discipline
  • 1 year in time and labor, payroll, accounting, or related work experience
  • Sign Language: The applicant does not need to have sign language skills at hire but will be required to participate in sign language classes offered at TSD until reaching a level of INTERMEDIATE as evaluated on the Sign Language Proficiency Interview
Desirable Qualifications
  • Bachelor's degree in Finance, Accounting, Economics, Business Administration, etc. highly preferred
  • Experience working in CAPPS or other payroll-related program
  • 1 year Payroll experience
  • Intermediate or above sign skill
Knowledge, Skills, and Abilities/Attributes
  • Extensive knowledge of payroll processing and related reporting, including 941 reporting, W-2, and IRS-related processing
  • Analyzing payroll projects and tasks, prioritizing, setting goals, and meeting payroll deadlines
  • Time and labor, timekeeping, and related reporting and resolution
  • Maintaining effective working relationships with internal and external customers
  • Ability to adjust to changing work place demands
  • Maintain confidentiality and protect the privacy of state employees, taxpayers, and other members of the public
