ROLE SUMMARY:
This role is pivotal in strategizing, directing, and executing the human resource management functions at CHFA. Responsibilities encompass affirmative action, benefits administration, payroll processing, classification and compensation management, employee relations, and the development of human resource policies and procedures.
SUPERVISION:
The position reports to the Managing Director of Administration or a higher-level position.
TEAM MANAGEMENT:
Oversees the Human Resources team.
KEY RESPONSIBILITIES:
- Partner with leadership to align the human resource strategy with organizational goals, focusing on talent acquisition, retention, and succession planning.
- Oversee the recruitment process, including sourcing, interviewing, and onboarding qualified candidates for various roles, particularly in management and professional capacities.
- Develop and manage the compensation framework, analyzing market trends to propose competitive compensation and benefits programs that attract and retain top talent.
- Implement performance management systems that include measurable goal-setting for employees.
- Advise management on human resources matters, including performance evaluations and employee counseling.
- Research and develop human resource policies and procedures, ensuring alignment with organizational values and compliance with regulations.
- Create and maintain training and development programs, including onboarding processes and ongoing employee development initiatives.
- Update and uphold CHFA's Affirmative Action and Equal Employment Opportunity policies, fostering a culture of diversity, equity, and inclusion.
- Provide guidance on complex human resource issues, including accommodations and investigations.
- Manage all personnel functions, including payroll and benefits administration, while supervising the human resources team.
- Evaluate and enhance the effectiveness of human resource programs and processes.
- Stay informed on current state and federal regulations affecting human resources and labor laws.
- Support special projects and other responsibilities as assigned.
QUALIFICATIONS:
A bachelor's degree in a related field is preferred, along with a minimum of ten years of progressive leadership experience in human resources or a comparable combination of education and experience. Experience should encompass various areas such as administration, employee relations, and benefits management.
SKILLS:
Exceptional organizational and leadership abilities. Proven capacity to act as a strategic partner to executive management. Proficient in Microsoft Office, particularly Excel, and experienced in database management. Strong interpersonal and consulting skills, with the ability to handle sensitive information discreetly. Knowledge of Diversity, Equity, and Inclusion practices is essential.
