Job Summary

The Texas Department of Aging & Disability Services is seeking a highly skilled and experienced Program Specialist VII/Field-Based Coordinator to join our team. This is a challenging and rewarding role that requires strong leadership and technical skills to provide on-site mentoring, oversight, and consultation to State Supported Living Centers (SSLCs).

Key Responsibilities
  • Provide on-site mentoring and highly advanced consultation to SSLC Directors and Assistant Directors of Programs to facilitate uniform, appropriate, and effective implementation of supports and services.
  • Oversee the implementation of established action plans and ensure that established direction and operational objectives for ICF/IID centers are being adhered to.
  • Oversee progress toward the achievement of SSLC goals and objectives by planning, developing, and monitoring of guidelines.
  • Provide highly advanced technical guidance to centers in program and operational areas; and identifies and coordinates use of available resources to improve the quality of program services and supports for assigned centers.
  • Oversee the development of internal audit processes for assigned centers to ensure efficient and effective operations and service delivery. Coaches Directors ADOPs and other administrators in these processes.
  • Monitors and evaluates SSLCs to identify potential improvement areas, best practices, and ensure compliance with policies and procedures, and oversees state-wide implementation of identified best practices.
  • Conducts and/or oversees highly advanced on-site evaluation and coordination of services to ensure that the health, safety, care, treatment, and support provided by each center meet the needs of the individuals served and reflects professionally accepted standards of practice, and writes Executives Summaries regarding these activities and outcomes.
  • Leads committees and/or work groups and develops partnerships with assigned center staff, stakeholders including consumers and their families, advocacy groups, intellectual disability authorities, the Legislature, other state and federal agencies, professional associations, and the public.
  • Develops and conducts training independently, or in collaboration with other agency discipline coordinators, in the areas of incident management, active treatment, staff deployment, or other areas identified as deficient, at an assigned center.
  • As assigned, participates as a member of the State Office Quality Review Team process.
  • Attends work on a regular basis and may be required to work a specific shift schedule or, at times, even a rotating schedule, extended shift, and/or overtime in accordance with agency leave policy and performs other duties as assigned, such as special projects and assignments.
Requirements
  • Knowledge of local, state, and federal laws related to the program area to include Intermediate Care Facilities/Individuals with Intellectual Disabilities (ICF/IID), Texas Administrative Code (TAC), HHSC policies and procedures related to State Supported Living Centers, and the Department of Justice Settlement Agreement.
  • Knowledge of public administration and management techniques.
  • Knowledge of provider services operations within State Supported Living Centers and HHSC services including the Agency's strategic plan, policies, ICF-IID standards, programs, and critical issues.
  • Skill in preparing concise reports, presentations, plans, analyses, correspondence, and other complex documents.
  • Skill in developing and conducting training for staff on complex processes and initiatives.
  • Skill in identifying problems, evaluating alternatives, and implementing effective solutions.
  • Skill in performing the functions of this job through daily use of a computer, including use of Microsoft Excel, Word, Access, and Outlook.
  • Skill in directing, organizing, and implementing high-quality services, care, and treatment for individuals.
  • Skill in developing and implementing innovative services or programs for individuals with intellectual or developmental disabilities.
  • Skill in establishing and implementing policies and procedures.
  • Skill in developing goals and objectives for service delivery in a residential setting.
  • Skill in developing effective partnerships with staff, consumers, and their families, advocacy groups, the Legislature, the Governor's Office, state and federal agencies, professional associations, and the public.
  • Ability to organize and present information effectively, both in spoken and written word; and to make presentations and lead committees.
  • Ability to provide oversight and direction to a service delivery system located in various locations across the state and possess the capability of determining when to apply uniformity or variance in strategies based upon the unique needs of each center.
