About the Role

We are seeking a highly skilled and experienced Administrative Hearings Specialist to join our team at the State of Connecticut. As a key member of our team, you will be responsible for coordinating all cases coming before agency administrative and/or adjudicative panels or proceedings.

Key Responsibilities
  • Perform the most complex related duties in scheduling and calendaring cases before administrative and adjudicative bodies or panels;
  • Review and analyze cases for substantive issues, determines readiness and prioritizes for hearing;
  • Identify procedural defects and disparities from agency administrative and/or adjudicative rules and procedures and notifies parties;
  • Provide recommendations for policies, rules, directions, techniques and dispositions related to case flow;
  • Plan and develop case strategies and positions to be employed at informal hearings;
  • Determine settlement strategy and value if applicable;
  • Approve final settlement documents and stipulated agreements;
  • Review requests for consolidation, continuance and other types of rulings and/or dispositions;
  • Calendar cases for dismissal when appropriate;
  • Draft summaries and annotations of cases for use by panel members and all other practitioners;
  • Act as liaison with agencies and outside officials regarding unit policies and procedures;
  • Prepare reports and correspondence;
  • Assign and oversee case management with staff;
  • Conduct or assist in conducting performance evaluations;
  • Provide staff training;
  • May rule on less complicated motions;
  • May draft proposed changes to rules and regulations;
  • May coordinate third party lawsuits and out of court settlements;
  • Perform related duties as required.
Requirements
  • Considerable knowledge of relevant statutes and regulations; relevant agency policy and procedures; legal processes, terminology and forms; legal research techniques;
  • Knowledge of appellate and Supreme Court operations and rules;
  • Considerable interpersonal skills; oral and written communication skills;
  • Considerable ability to negotiate; understand and interpret medical reports and related information;
  • Ability to utilize computer software;
  • Supervisory ability.
Preferred Qualifications
  • Experience providing administrative support in a legal office setting, preferably with conducting worker's compensation hearings.
