Program Management Specialist

We are seeking a highly skilled Program Management Specialist to join our team at the TEXAS DEPARTMENT OF PUBLIC SAFETY DEPT 405. The successful candidate will be responsible for implementing the legislative operational goals of the Budget section, ensuring multiple interconnected projects are successful and completed by deadline.
Key Responsibilities- Coordinate the development, review, and analysis of fiscal reports in collaboration with Division staff.
- Prepare products for review and approval by the Director of Legislative Budget.
- Coordinate goals, objectives, develop schedules, and priorities/standards of legislative activities within Budget section.
- Advise and assist the Director of Legislative Budget in the interpretation, formulation, and implementation of financial requirements.
- Assist in the preparation of educational materials to train department staff in contributing to legislative deliverables.
- Provide cost estimates for legislative requests/bills and prepare fiscal cost estimates for the departments executive review.
- Assist with the preparation and submission of the Department's Strategic Plan and associated performance measures.
- Evaluate legislative activities and/or functions under the guidance of the Director of Legislative Budget and identifies need for change.
- Interact with internal and external stakeholders to achieve goals and meet deadlines and other requirements.
- Assist in the development of the departments financial reports and presentations for legislative committees.
- Perform other duties as assigned.
- Graduation from an accredited four-year college or university with a Bachelors degree required, major in Business or related field preferred.
- Minimum of three (3) years working in a state agencys legislative operations is required, including significant work experience writing fiscal notes, assembling strategic plans, and developing Legislative Appropriations Requests.
- Working knowledge of, or the ability to rapidly assimilate information related to XDPS, State and Federal regulations, legislation, guidelines, policies and procedures.
- Proficiency with Microsoft Office and appropriate levels of proficiency with utilized software and systems (e.g. CAPPS, SharePoint, Tableau, ABEST, USAS) and be able to learn new software/systems.
