POSITION OVERVIEW

** Candidates must secure Connecticut Municipal Assessor II certification within six months of employment. This certification is essential for our operations, and proof of enrollment or intent to pursue it will be required upon hire. **

This role encompasses significant technical and administrative responsibilities related to the management of real and personal property assessments for municipal taxation.

Responsibilities include evaluating real and personal property and preparing the annual Grand List. Duties involve conducting field inspections, recommending assessment policies, planning departmental activities, and overseeing the administration of departmental functions. This position also entails making complex technical decisions regarding property assessments. The role demands comprehensive knowledge, skills, and abilities in all aspects of property assessment work.
Works under the general guidance of the Finance Director and adheres to the Connecticut General Statutes, rules, and regulations governing property assessments.

KEY RESPONSIBILITIES

• Conduct field inspections of properties, measuring structures or improvements, and updating related records.

• Organize and direct departmental operations, assigning tasks and responsibilities to staff. Oversee assessment activities, including the discovery of taxable properties, residential property valuation, and preparation of the Grand List.

• Analyze and appraise residential, commercial, and industrial properties by calculating replacement costs or reviewing financial statements.

• Address taxpayer requests for assessment reviews and adjust property values as necessary.

• Maintain a sales library and evaluate actual property sales within the municipality to determine their relevance for the equalized Grand List.

• Supervise the updating and maintenance of engineering maps and various assessment records.

• Develop and implement departmental policies and procedures.

• Assess new assessment methods and techniques.

• Advise municipal administration on assessment matters.

• Participate in assessment appeals and defend departmental findings.

• Compile assessment data and prepare various reports.

• Prepare and defend the annual division budget.

• Manage fund expenditures within the approved budget.

• Involve in employee selection, training, and performance management.

• Determine taxpayer eligibility for various tax relief programs.

• Recommend reevaluation organizations based on research and assist in contract preparation.

QUALIFICATIONS AND SKILLS

• In-depth knowledge of property assessment principles and practices.

• Strong understanding of property assessment laws.

• Proficient in data processing technology as applied to municipal assessment operations.

• Excellent oral and written communication skills.

• Ability to establish and maintain effective working relationships with various stakeholders.

• Strong organizational skills and ability to meet deadlines.

EDUCATION AND CERTIFICATION

A bachelor's degree in business, accounting, or public administration from an accredited institution, coupled with five to seven years of progressively responsible experience in property assessment, including supervisory roles, or an equivalent combination of education and experience.

SPECIAL REQUIREMENTS

Must possess State of Connecticut certification as a Connecticut Municipal Assessor II and a valid Connecticut driver's license.
