Position Overview:
As a Marine Operations Engineer, your primary responsibilities will include:

  • Budget Development: Collaborate with the Marine Division Authority (MDA) and Ship Manager (SM) to formulate budgetary requirements.
  • Financial Oversight: Ensure the MDA and SM effectively manage and allocate funds for the operational activities of marine vessels.
  • Expenditure Tracking: Monitor and document all financial transactions in coordination with the Ship Manager and key personnel from the Maritime Administration (MARAD).
  • Reporting: Prepare comprehensive data reports and presentations for stakeholders to substantiate expenditures.
  • Data Utilization: Leverage data to inform future operational needs, repair tasks, and upgrades to ship equipment.

Candidate Profile:
The ideal candidate will possess substantial experience in formulating and executing annual operational and maintenance budgets for government vessels. This expertise should be supported by a proven history of marine engineering experience and the ability to engage with various commercial and governmental organizations.

Employment Conditions:

Travel Requirements:
This role involves travel, and a government-issued travel card will be provided for official business purposes.

Probationary Period:

Qualifications:
To qualify for this position, candidates must have at least one year of experience equivalent to the GS-13 level, which includes:

  • Experience in managing budgets for marine vessels and collaborating with both government and commercial contractors.

Knowledge, Skills, and Abilities:
Your qualifications will be assessed based on your knowledge, skills, and abilities in the following areas:

  • General Engineering: Understanding of engineering concepts, principles, and their practical applications.
  • Project Management: Familiarity with principles and methods for developing, scheduling, coordinating, and managing projects and resources.

Education Requirements:
Applicants must possess a degree in Engineering from an accredited institution. Acceptable programs must include coursework in various engineering sciences.

Specialized Experience:
To determine eligibility for specific grades, applicants must provide evidence of relevant experience.

Additional Information:
This position is not part of a bargaining unit. All applicants will be evaluated based on their qualifications, and veteran's preference does not apply.
