Position Overview:
The City of Carpinteria is seeking qualified candidates for the role of Civil Engineer. This position operates under the general guidance of the Public Works Director/City Engineer and involves applying civil engineering expertise across various domains including construction, environmental, geotechnical, structural, transportation, and water resources.

Key Responsibilities:
1. Execute civil engineering tasks related to the planning, design, and evaluation of capital improvement and land development initiatives.
2. Prepare engineering documentation such as plans, reports, studies, specifications, calculations, and cost assessments, while conducting thorough research and data analysis.
3. Manage construction projects, including oversight of inspections and engineering surveys on assigned projects.
4. Collaborate with other City departments and external agencies to ensure effective communication and coordination.
5. In the absence of the Public Works Director/City Engineer, assume responsibilities as Deputy Public Works Director and/or Deputy City Engineer.

Essential Functions:
- Supervise paraprofessional staff and manage consultants and contractors.
- Represent the department at community meetings and workshops.
- Review and prepare conditions for various permits.
- Assist in budget development and work planning for the department.
- Conduct field investigations and coordinate with utility companies and regulatory bodies.

Qualifications:
Education: Bachelor’s degree in civil engineering or a related field. Must hold a valid Civil Engineer license in California at the time of appointment.

Experience: A minimum of four years of progressive experience in civil engineering, including at least one year in a supervisory capacity.

Skills:
- Strong analytical and problem-solving abilities.
- Excellent organizational and customer service skills.
- Proficient in written and verbal communication.
- Competent in both hand drafting and computer-aided drafting.

Additional Information:
This position is funded for a duration of five years and is subject to City Council approval. A thorough background check and verification of qualifications will be conducted prior to employment.
