POSITION SUMMARY

The State of Connecticut's Office of Policy and Management (OPM) is seeking a Budget Analyst Trainee (Leadership Associate - target class Budget Analyst) within the Budget and Financial Management Division. KEY DETAILS

This is a full-time position (40 hours per week) located in Hartford, CT, with convenient access to major transportation routes.
  • LOCATION: OPM, Budget and Financial Management Division
  • WORK HOURS: Full-time, first shift, 40 hours per week
  • SCHEDULE: Monday through Friday
RESPONSIBILITIES
  • Conduct technical financial analysis, assisting higher-level specialists in managing the State's financial programs for various agencies.
  • Evaluate, review, and provide recommendations regarding the financial operations of assigned agencies.
  • Support the analysis and review of budget requests and alternatives for designated agencies.
ABOUT OPM

At OPM, we report directly to the Governor, supplying essential information and analysis for public policy formulation. We assist state agencies and municipalities in implementing laws and policies for the citizens of Connecticut. Our responsibilities include preparing the Governor's budget proposals, overseeing the execution of the approved budget, and managing the executive branch agencies.

YOUR ROLE

As a Budget Analyst Trainee, you will engage in a structured program designed to develop your expertise in the issues and departments relevant to your section's portfolio. You will also provide direct support to the section director on special projects, analytical requests, team coordination, and other specific tasks as needed.

OPM's Budget and Financial Management Division
  • Establishes effective guidelines and automated tools to support state fiscal policy formulation and execution.
  • Conducts analyses and provides recommendations on various issues affecting the development and implementation of the State's financial policies.
  • Implements state policies through the development of a capital spending program that adheres to statutory bonding limits.
  • Ensures compliance with relevant state laws and administrative policies concerning agency fiscal budgets.
