POSITION SUMMARY

The State of Connecticut's Office of Policy and Management is seeking candidates for the role of Budget Analyst Trainee (Leadership Associate - target class Budget Analyst) within the Budget and Financial Management Division. POSITION HIGHLIGHTS

This is a full-time position (40 hours per week) located in Hartford, CT, easily accessible via major transportation routes.
  • LOCATION: OPM, Budget and Financial Management Division
  • WORK HOURS: Full-time, first shift, 40 hours per week
  • SCHEDULE: Monday through Friday
KEY RESPONSIBILITIES
  • Conduct technical financial analysis, assisting senior specialists in managing the State's financial programs across various agencies.
  • Evaluate, review, and provide recommendations regarding the financial operations of assigned agencies.
  • Support the assessment and review of budget requests and alternatives for designated agencies.
ABOUT OPM

OPM operates directly under the Governor, providing critical information and analysis that inform state public policy. The office aids state agencies and municipalities in executing laws and policies on behalf of Connecticut's citizens. OPM is responsible for preparing the Governor's budget proposals, overseeing the execution of the approved budget, and managing the executive branch agencies.

YOUR ROLE

As a Budget Analyst Trainee, you will be enrolled in a structured development program designed to equip you with the expertise necessary to become a leading authority on the issues and departments within your assigned portfolio. This role will also involve supporting the section director with various projects, analytical requests, team coordination, and other specific tasks as needed.

OPM's Budget and Financial Management Division:
  • Creates effective guidelines and automated tools to support state fiscal policy formulation and execution.
  • Conducts analyses and provides recommendations on various issues affecting the State's financial and programmatic policies.
  • Implements state policies through the development of a capital spending program that adheres to statutory bonding limits.
  • Ensures compliance with relevant state laws and regulations regarding agency fiscal budgets.
