We are seeking a part-time Tribal Engagement and Policy Subject Matter Expert to support the Office of the Administrator at the General Services Administration (GSA) by fulfilling Administration priorities related to Tribal Engagement and Policy.

Key Responsibilities:
  • Develop in-depth knowledge of client issues, needs, and context related to Administration priorities and mandates.
  • Create and maintain a strategy and program plan for tribal engagement and policy related to Federal procurement.
  • Share insights, results, and recommendations in a comprehensible manner through both written presentations/reports and interactions with teams/clients.
  • Conduct detailed analytics, research, and benchmarking into tribal engagement priorities identified by the Office of the Administrator / Deputy Administrator and provide recommendations and implementation as requested.
  • Analyze and interpret policy, design strategies to address emerging requirements, and develop solutions associated with ongoing priorities such as the President's Management Agenda, executive orders, and new legislative mandates.
  • Support in developing the Tribal Consultation Reports, GSA Tribal Consultation Policy, Consultation Determination Guide, and website design and maintenance.
  • Support in managing, routing, and securing approvals for documents for the Federal Register.
  • Develop and deliver training to GSA staff and stakeholders on intergovernmental relations and procurement pertaining to tribes.
  • Provide project management, implementation support, logistics and planning for conferences and meetings with tribal stakeholders. Support to include meeting with internal and external project stakeholders, coordination and creation of planning documents, content development, communications support, and on-site support at the event as requested.
  • Work with client stakeholders and working groups to develop process maps, project plans, and identify opportunities for efficiencies and improvement.
  • Develop program collateral in the Google Suite, including Google Documents, Google Slides, and Google Sheets.
Requirements:
  • Bachelor's degree in a relevant field such as Public Administration, Social Sciences, etc, Master's degree preferred.
  • 7+ years of demonstrated experience in tribal engagement, public policy, or a related field, with a focus on federal procurement and tribal relations.
  • Demonstrated experience working with tribal governments or organizations and understanding of federal procurement policies and tribal consultation requirements.
  • Experience within the General Services Administration (GSA) highly valued.
  • Ability to obtain a public trust security clearance.
  • In-depth knowledge of tribal engagement practices, federal procurement policies, and relevant regulations.
  • Proven experience analyzing and interpreting policies, and designing strategies to address emerging requirements.
  • Experience developing and delivering training to government officials.
  • Exceptional organizational skills and attention to detail related to project management and task/deadline tracking.
  • Exceptional oral and written communication skills.
  • Proficiency in Google Suite (Google Docs, Google Sheets, Google Slides) and other relevant software for program development and data analysis.
