Key Responsibilities

The primary responsibilities of the Project Specialist (Tribal Liaison) role encompass, but are not limited to, the following:

  • Act as the primary contact between the National Park Service (NPS) and Native American Tribes regarding Land and Water Conservation Fund (LWCF) initiatives, including government-to-government consultation duties.
  • Provide guidance and support to program managers and staff on tribal matters, concerns, and opportunities associated with LWCF projects.
  • Facilitate collaboration and outreach between State LWCF agencies and tribes on program-related issues.
  • Integrate tribal perspectives into compliance activities concerning the National Historic Preservation Act, Section 106, and the National Environmental Policy Act.
  • Develop written and verbal communications, reports, and provide counsel to program managers.
Duties will be developmental in nature when filled below the full performance level.

Employment Conditions

  • U.S. Citizenship is required.
  • Appointment is contingent upon a background investigation and favorable adjudication.
  • Compliance with Selective Service Registration Act requirements for males is necessary.
  • Participation in the Direct Deposit Electronic Funds Transfer Program is mandatory for the selectee.
  • New employees or supervisors in the Federal government must complete a one-year probationary period.
  • Overnight travel away from home may be required, up to 5 nights per month, and a government charge card for travel purposes must be obtained.
  • Training and maintenance of a government charge card with travel and/or purchase authority may be necessary.

Qualifications

All qualifications must be met by the closing date of this announcement unless otherwise stated.

Credit will be awarded for all relevant qualifying experience. To receive credit, your resume MUST clearly outline the nature of duties and responsibilities for each position, including starting and ending dates of employment (month/year), and must reflect full-time or part-time hours worked.

To qualify for this position at the GS-11 grade level, you must possess the following minimum qualifications:

EXPERIENCE: A minimum of one full year of specialized experience comparable in scope and responsibility to the GS-9 grade level in the Federal service, which includes:

  1. Experience in implementing NPS tribal policies and conducting government-to-government consultations.
  2. Familiarity with issues related to U.S.-Native American history, customs, and cultural sensitivity.
  3. Proficiency in evaluating and incorporating the National Historic Preservation Act and Section 106 into project work.
  4. Experience in producing written communications such as reports, environmental documentation, briefing materials, and tribal correspondence.

EDUCATION: Successful completion of a Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher-level graduate education leading to such a degree, or LL.M., if related. Transcripts must be included.

A combination of education and experience as described above, with supporting documentation required.

To qualify for this position at the GS-12 grade level, you must possess the following minimum qualifications:

EXPERIENCE: A minimum of one full year of specialized experience comparable in scope and responsibility to the GS-11 grade level in the Federal service, which includes:
  1. Experience in collaboration across organizational boundaries and utilizing consensus-building, negotiation, and conflict resolution skills.
  2. Experience in coordinating and facilitating efforts among diverse groups, including grantees, state program officials, and internal program staff.
  3. Management of environmental compliance reviews of projects based on the National Historic Preservation Act, Section 106, and the National Environmental Policy Act.
  4. Experience in leading government-to-government consultations with tribes.

Volunteer Experience: Paid and unpaid experience, including volunteer work through National Service programs and other organizations, will be credited.

Education: To qualify based on education, a legible copy of transcripts must be submitted, showing your name, school name, credit hours, course level, major(s), and grade-point average or class ranking. Transcripts do not need to be official, but if selected, official transcripts must be provided before beginning work.
