About the Job:

Your Role:

As a key member of the Oregon Department of Corrections, you will oversee adult in custody apprentice and work based education programs throughout the state. Your primary objective is to prepare individuals for successful reentry into society as productive and financially stable members of the community.

You will develop and maintain relationships with institution leadership, work programs, instructors, and regulatory agencies to create and manage apprentice programs for adults in custody. The ideal candidate will possess a passion for developing skills in others, a keen understanding of law and rule requirements, and strong communication skills to advocate for the program and address concerns.

The work you do will have a direct impact on the lives of those who complete the program, reducing their risk of reoffending and promoting a more stable and purposeful life.

This position is responsible for managing work based education and Perkins grant funds for vocational programs and trainings. Key responsibilities include:

  • Developing and maintaining knowledge of the trades and working across functional unit boundaries to create and maintain apprenticeship and training programs.
  • Collaborating with adults in custody and staff to identify program deficiencies and develop solutions.
  • Administering grants, including grant writing, quarterly reports, annual improvement plans, and budget updates.
  • Obtaining quotes, submitting orders, and distributing items.
  • Tracking and managing professional development related to career technical education providers.
  • Providing oversight and guidance for the food handler certification program.
  • Reviewing proposed legislation and providing information for legislative reports.
  • Responding to requests for information regarding programs and individuals.

This position is represented by American Federation of State, County, and Municipal Employees (AFSCME). It may be eligible for Police & Fire (P&F) benefits through Public Employees Retirement System (PERS), as defined by statute.

Minimum Qualifications:

A Bachelor's Degree in Business or Public Administration, Behavioral or Social Sciences, Finance, Political Science, or any degree demonstrating the capacity for the knowledge and skills; and two years of professional-level evaluative, analytical, and planning work.

OR

Any combination of experience and education equivalent to five years of experience that typically supports the knowledge and skills for the classification.

Working Conditions:

This position works in a hybrid environment requiring travel throughout the state as necessary in the completion of work. Regular contact with adults in custody is expected.

Benefits:

The salary range listed above is for non-PERS qualifying applicants. PERS qualifying applicants may be eligible for an adjusted range to reflect an additional 6.95%.

About the Process:

What to Expect:

  • After the application deadline, a recruiter will review submissions for education and experience to identify candidates who best fit the minimum qualifications and requested skills.
  • Top candidates will be referred to the hiring manager.
  • The hiring manager will review your application and schedule interviews.
  • Interviews will be held with a panel of stakeholders who have completed panel assessment training. Scores will be determined based on predetermined questions and scoring guides. Preference points will be applied in compliance with relevant laws and bargaining agreements. There may be multiple rounds of interviews.
  • Final candidates will have a background check, and reference checks.
  • A Classification and Compensation analyst will review the Workday Application of the successful candidate to determine starting wages.

Requirements for Employment:

The successful candidate for this position must pass a Criminal Justice Information Systems (CJIS) fingerprint-based background check and maintain CJIS eligibility. Due to CJIS requirements related to system access, there may be some felony convictions that could disqualify you for this position. However, having a felony record does not exclusively restrict you from being considered as an applicant. CJIS clearance is done at the conditional job offer.
