This dynamic role is essential for managing Family Medical Leave (FMLA) requests and overseeing various leave administration processes, including donated leave, ADA, and Parental Leave. As a Human Resource Advisor III, you will be instrumental in facilitating leave administration, supporting the HR Manager, and ensuring efficient operations within the department while adhering to federal and state regulations.

Key Responsibilities

The role encompasses a range of professional human resource activities characterized by the application of HR theories, principles, and models to support HR functions. Responsibilities include the use of knowledge, discretion, and independent judgment in interpreting human resource laws, rules, regulations, standards, policies, and procedures to address various HR challenges and assignments.

  • Provide expert guidance and recommendations to employees and management based on findings, rules, regulations, and policies that affect the HR domain.
  • Depending on the agency's size, perform specialized HR work or serve as a generalist across multiple HR functions.
  • Ensure compliance with state and federal HR laws, rules, regulations, and policies.
  • Analyze inquiries and challenges, assess organizational impact, evaluate alternatives, and make informed recommendations.
  • Communicate and support HR-related actions and recommendations effectively.
  • Report workplace risk management issues to leadership, including safety and health concerns.
  • Conduct research, collect, analyze, and evaluate data from various sources, documenting findings in both narrative and statistical formats.
  • Utilize automated HR information systems to research and report on data; perform quality reviews of data as necessary.
  • Undertake special assignments and studies as required.
  • Participate in interviews, meetings, and presentations to contribute to HR initiatives.
  • May involve calculating and resolving discrepancies related to payroll data for the agency.

Qualifications

To qualify for the Human Resource Advisor III position, applicants must demonstrate competence in the following areas:

  1. A Bachelor's degree or higher, or three years of professional HR experience, or two years of professional HR experience combined with a Statewide Human Resource Certification or equivalent professional certification.
  2. A minimum of two years of experience in professional HR work supporting HR functions.
  3. At least two years of experience providing guidance and recommendations to employees and management on HR inquiries and challenges.
  4. Two years of experience applying HR laws, rules, regulations, and policies.
  5. Two years of experience using automated information systems for data management and reporting.

Employment Conditions

Applicants must be legally authorized to work in the United States. The State of Delaware Executive Branch participates in the Federal E-Verify system to confirm work authorization for new hires.
