The Texas Organ Sharing Alliance (TOSA) has been a leader in organ procurement since its inception in 1975. As one of the 57 federally designated Organ Procurement Organizations (OPOs) in the United States, TOSA is dedicated to the noble mission of saving lives through organ donation. We provide vital organ donation and recovery services to individuals in Central and South Texas who wish to donate, as well as to those awaiting life-saving transplants. POSITION SUMMARY:
The Financial Executive Officer is responsible for overseeing the financial operations of the organization. This includes the preparation of regular financial reports, maintaining a robust accounting system, and establishing comprehensive controls and budgets to minimize risk, enhance the accuracy of financial reporting, and ensure compliance with generally accepted accounting principles.

WORKING HOURS:
This is a full-time exempt role. Standard office hours are Monday through Friday, from 8 a.m. to 5 p.m., with additional hours required during weekends and evenings as necessary.

KEY RESPONSIBILITIES:
  1. Develop and manage the annual budget and Medicare Cost Report.
  2. Oversee the financial reporting for both TOSA operations and the TOSA Foundation.
  3. Establish administrative policies and procedures to ensure compliance with accounting principles, Medicare regulations, and federal and state tax laws.
  4. Contribute to strategic planning at the executive level, analyzing financial implications of business and marketing strategies.
  5. Engage with the executive leadership team to achieve system-wide financial objectives.
  6. Support regional service teams in developing and implementing financially sound local strategies.
  7. Collaborate with executive and regional teams to identify and implement prudent financial practices aligned with fiscal goals.
  8. Lead, manage, and mentor accounting staff in executing all financial functions.
  9. Prepare and present financial and administrative reports for both internal and external stakeholders.
  10. Monitor investment policies and performance, coordinating with investment advisors for quarterly updates to the Board Finance Committee.
  11. Stay informed on relevant regulations and policies affecting the organ procurement organization.
  12. Track legislative changes impacting Medicare reimbursement for organ procurement and transplant centers, providing feedback on proposed regulatory changes.
  13. Ensure the organization maintains appropriate insurance coverage.
  14. Coordinate annual audits of financial statements.
  15. Provide financial guidance and management support to the Board of Directors and its committees, presenting financial results quarterly.
Qualifications

ESSENTIAL REQUIREMENTS:
  1. Bachelor's degree in Accounting from an accredited institution.
  2. CPA certification and active license in Texas preferred.
  3. A minimum of ten years of experience in financial leadership roles.
  4. Experience in financial management within the healthcare sector is required.
  5. Familiarity with non-profit accounting and knowledge of OPO Medicare Cost Reports is essential.
  6. Detail-oriented with the ability to meet tight deadlines.
  7. Exceptional communication and leadership skills.
  8. Strong understanding of finance and clinical applications.
  9. Experience presenting to Boards of Directors and related committees.
  10. Proficient in Medicare cost reports and interactions with Medicare intermediaries.
  11. Computer literate with knowledge of various financial software packages.
  12. Able to work independently and creatively solve problems.
  13. Collaborative approach to working with Executive Officers on financial operations and strategies.
