Job Summary

We are seeking a highly skilled and experienced Assistant Director of Property Operations to join our team at the Oakland Housing Authority. As a key member of our leadership team, you will be responsible for planning, organizing, and managing all operations of an assigned portfolio, with a focus on property management, asset preservation, and compliance with regulatory requirements.

Key Responsibilities

  • Provide leadership and direction to staff in property operations to achieve the Authority's mission and goals.
  • Plan, organize, coordinate, and supervise the day-to-day activities of assigned Authority-owned and/or managed rental housing, facilities, and other real property.
  • Ensure compliance with regulatory agencies, federal, state, and local laws, including tenant rental eligibility requirements, rental integrity, and lease requirements.
  • Participate in the development and implementation of goals, objectives, policies, and priorities for the property management department.
  • Select, train, motivate, and evaluate assigned personnel.
  • Ensure appropriate staff development and/or training is provided, including fair housing/employment laws, safety rules, and regulations.
  • Direct, coordinate, and review the work plans for assigned staff.
  • Participate as a member of the department's leadership team and work on cross-departmental initiatives as appropriate.
  • Prepare and recommend annual operating and capital budgets.
  • Create short- and long-range plans for correction of deficiencies through day-to-day maintenance and capital improvements of properties.
  • Ensure properties are operated and maintained consistent with Authority and owner standards.
  • Propose changes to policies/procedures based on new or revised local, state, or federal regulations affecting the Property Management Department.
  • Coordinate programs and projects with other departments and outside agencies and organizations.

Requirements

  • Bachelor's Degree in finance, public or business administration, or closely related field.
  • Seven years' progressively responsible experience in residential property management and multi-family housing portfolio management.
  • Valid California Class C Driver's License.
  • Public Housing Manager (PHM), Certified Property Manager (CPM), or comparable professional certification.
  • Bilingual skills in ASL, Mandarin, Cantonese, Vietnamese, and/or Spanish are a plus.
