Position Summary

The Chief Information Officer (CIO) plays a pivotal role in guiding the information technology division, overseeing programs and services such as cybersecurity, network operations, IT infrastructure, SCADA systems, GIS, metering, and enterprise applications. The CIO ensures compliance with the company's utility privatization contract while managing the design, development, testing, and maintenance of diverse technology solutions. This role involves cultivating partnerships across various levels, including governmental bodies and vendors, to foster continuous improvement and effective collaboration. The CIO also identifies and implements best practices to maintain a 24/7 operational system essential for utility services.

Key Responsibilities

  • Enhance and expand Doyon Utilities' security framework across IT and OT systems.
  • Oversee personnel management functions for the department.
  • Collaborate with senior management to formulate strategies addressing cybersecurity threats and risks.
  • Direct and manage all information systems, data, technology, and communication services for the organization.
  • Define and implement technology and data strategies while managing governance, innovation, security, compliance, and user support operations.
  • Establish a clear strategic vision that aligns technology applications with business objectives.
  • Set and execute departmental goals that support the strategic direction of the company's IT resources.
  • Lead the development and management of disaster recovery and business continuity plans to safeguard critical business functions.
  • Manage the Information System capital and expense budgets, ensuring compliance with control procedures.
Conditions of Employment
Successful candidates must pass a pre-employment drug screening and comply with ongoing random testing as per company policy. A valid driver's license from the State of Alaska is required, along with eligibility to work on military installations in Alaska, adhering to Department of Defense mandates regarding employee background and health directives.

Qualifications
  • Bachelor's Degree in Information Technology or a related discipline is required.
  • Minimum of 10 years of IT experience managing complex projects.
  • At least 5 years of leadership experience is essential.
  • Experience in the utility sector is preferred.
  • Strong leadership, organizational development, business planning, analytical, and conceptual skills are necessary.
  • Proficient in people management, providing direction, monitoring performance, and fostering a positive work environment.
  • Customer-focused with the ability to meet the needs of internal and external stakeholders.
  • Excellent communication skills, actively engaging with governmental officials and management.
  • Highly organized, detail-oriented, and capable of managing multiple tasks simultaneously.
  • Possess a proactive mindset with resilience.
  • Proven expertise in identifying and mitigating cybersecurity vulnerabilities.
  • Experience in recognizing organizational threats and implementing safeguards against breaches.
  • Technical Cyber Security Certification(s) from recognized bodies is required.
