Job Overview:

The Senior Specialist in Program Management is tasked with overseeing significant corporate initiatives from the initial request for proposal (RFP) stage through to the design and delivery phases. This role encompasses leading the preparation of proposals, managing negotiations both internally and externally, and ensuring the formulation of Statement of Work (SOW) specifications along with contract performance metrics, including cost, schedule, and quality.

The individual in this position will be responsible for providing comprehensive briefings to customers, users, and senior management regarding all aspects of the program.

The Program Manager will direct the efforts of functional team members in executing assigned projects, while establishing and monitoring adherence to schedules, plans, and milestones. It is imperative that the selected candidate upholds the highest ethical standards for themselves and their team. Regular interaction with customers, users, and upper management is a fundamental aspect of this role.

This position entails serving as the Program Manager for various projects, guiding them from initial concept through to successful completion and delivery.

The Program Manager will collaborate closely with the finance team to address requirements related to Earned Value Management System (EVMS) data collection, reporting, and variance justification.

Additionally, the Program Manager will lead the integration of the program's integrated master schedule (IMS) with the tracking and reporting systems.

Key Responsibilities:

  • A minimum of Interim Secret Clearance is required.
  • Willingness to travel as necessary to support program activities.
  • Flexibility to work on short notice, including overtime, evenings, weekends, and holidays as needed.
  • Adaptability to meet the challenges and opportunities presented by the program.

Required Qualifications:

  • Minimum Interim Secret Security Clearance.
  • Ability to obtain and maintain a DoD security clearance, which necessitates U.S. citizenship, with no barriers for a Top Secret clearance or the ability to apply for one.
  • Bachelor's Degree with a minimum of 6 years of relevant experience, or a Graduate Degree with at least 4 years of related experience. Alternatively, a minimum of 10 years of relevant experience may substitute for a degree.
  • 10% travel may be required to fulfill customer obligations.

Preferred Skills:

  • Knowledge of engineering or operations is advantageous.
  • Familiarity with data network systems is a plus.
  • Proficiency in Microsoft Project and Microsoft Office Suite (Excel, PowerPoint, Word) is essential.
  • Strong communication and leadership skills are crucial.
  • A working knowledge of system-level requirements, design practices, hardware specifications, and development is desired.
  • Exceptional written and verbal communication skills are required.
