Position Overview
Partners In Health (PIH) is seeking a proactive and detail-oriented Manager of Compliance and Training Initiatives with a strong background in contract and grant oversight within the nonprofit sector, particularly in high-compliance environments involving public sector or donor-funded projects. This role demands exceptional cross-cultural sensitivity and outstanding interpersonal and communication abilities to assist diverse teams in establishing and maintaining robust compliance frameworks that align with PIH and donor standards.
Reporting to the Associate Director of Grant Compliance, the Manager will act as the primary resource for all inquiries related to compliance, policies, and procedures for a designated set of PIH sites. Key responsibilities encompass the review, development, and training on policies and systems that bolster site compliance with PIH guidelines, donor expectations, local regulations, and grant management standards.
Key Responsibilities:- Collaborate with colleagues to create, train staff on, and monitor adherence to policies and procedures essential for the effective management of high-compliance awards and PIH standards.
- Analyze award agreements, distill key donor requirements, and communicate these effectively to project teams while overseeing compliance throughout the award lifecycle.
- Serve as the primary contact for PIH personnel regarding compliance-related inquiries and assist in resolving complex compliance challenges.
- Conduct pre-award risk assessments and complete necessary certifications and documentation.
- Assist the Associate Director of Grant Compliance and sites in managing allegations of misconduct, including drafting communications for donors, participating in investigation committees, reviewing investigation materials, and implementing corrective action plans.
- Provide guidance in assessing and monitoring sub-award recipients in collaboration with project and award management teams.
- Work with Compliance colleagues to design and deliver organization-wide training sessions on Anti-Fraud, Whistleblower, and Sanctions Screening policies and procedures.
- Develop standard operating procedures and conduct training sessions to ensure adherence to key policies.
- In partnership with the International Operations team, create and implement procurement training and evaluate its effectiveness post-training.
- Engage in cross-site working groups to develop guidance for specific compliance areas.
- Guide site teams in preparing for and managing grant-specific audits, including overseeing audit schedules, coordinating staff for auditor requests, reviewing supporting documentation, and drafting responses to audit inquiries.
- Oversee the implementation and communication of corrective actions following audits by developing a corrective action tracker and ensuring follow-up on audit findings.
- Collaborate closely with the Senior Advisor of Grant Management and Compliance to prepare and review materials for the organization-wide annual Government Single Audit.
- Bachelor's degree in public health, public administration, finance, or a related field.
- A minimum of 5 years of experience in contract and grant management within the international development nonprofit sector.
- Experience with public sector or high-compliance donors, possessing in-depth knowledge of donor requirements and industry best practices in contract and grant management.
- Proven experience in developing and delivering training programs.
- Exceptional organizational skills with a keen attention to detail.
- Strong analytical and investigative skills, with the ability to identify issues and research solutions to complex challenges.
- Sound judgment and the capability to lead discussions and provide informed recommendations to various stakeholders.
- Experience in developing new policies, procedures, and process improvement strategies.
- Outstanding interpersonal skills and the ability to work collaboratively with culturally diverse teams across departments and regions.
- Proficiency in Microsoft Office suite and familiarity with financial systems.
- Fluency in Spanish is preferred.
