Job Overview and Responsibilities

Under the guidance of the Chief Counsel of the Office of the Director Legal Unit, the Attorney IV (Senior Counsel) serves as a key representative for the Director of the Department of Industrial Relations, along with division chiefs and managers, across various legal matters pertinent to the Department's jurisdiction. This role demands a high level of expertise, advanced legal skills, and the ability to navigate complex and sensitive legal issues.

Key responsibilities include:

  • Representing the Department and its Director in civil litigation and writs, particularly in cases involving constitutional matters.
  • Handling internal personnel issues on behalf of the Department.
  • Advocating for the Director in workers' compensation cases that involve special funds.
  • Evaluating requests for public works coverage and preparing decisions for review.
  • Acting as a hearing officer in appeals related to prevailing wage violations and drafting recommendations.
  • Providing legal counsel on apprenticeship-related issues.
  • Analyzing and drafting decisions in retaliation complaint investigations.
  • Offering legal insights regarding Public Records Act inquiries.
  • Drafting proposed legislation and regulations relevant to the Department's operations.
  • Delivering legal support on a diverse range of issues that may arise in the Department's functions.

Working Environment

This position is situated within an office setting, requiring extensive use of computers for drafting legal documents, conducting research, and communication. Attorneys are expected to manage their own documentation processes, with limited secretarial assistance.

The role involves occasional travel within the state for assignments, which may include overnight stays. Regular business hours are anticipated, with flexibility required to meet workload demands. Options for partial telework may be available based on discussions with management.

Qualifications

  • Must hold membership in the California Bar and have a minimum of six years of legal practice experience.
  • Submission of a legal writing sample, not exceeding ten pages, is required.
