Job Title: Learning & Talent Development Specialist

Reporting to the Manager, Learning and Talent Development, the Learning & Talent Development Specialist plays a key role in coordinating the Authority-wide learning and development strategy. This includes delivering talent management programs, coordinating training, and working with PHA leaders to build internal performance capacity.

Key Responsibilities:

  • Design and implement onboarding, orientation, and skills training programs for employees and customers
  • Develop and maintain training procedure manuals, guides, and course materials
  • Configure, administer, and maintain the Learning Management System (LMS) platform
  • Develop unique training programs to meet the specific needs of employees and customers
  • Evaluate, monitor, and report on learning and development activities to promote continuous improvement
  • Track and report key metrics
  • Coordinate the Education Assistance Program
  • Organize training venues and logistics to ensure efficient training attendance and delivery

Requirements:

  • Bachelor's degree in a related field and a minimum of three years of talent management experience
  • Experience creating learning content and devising learning and development initiatives aligned to organizational objectives and priorities
  • Strong program/project management skills and experience
  • Demonstrated ability to successfully facilitate and oversee diverse learning and professional development programs
  • Well-developed interpersonal, verbal, and written communication skills
  • Ability to adapt to changing conditions and maintain a high degree of program delivery and alignment with strategic objectives
