As a key member of the Protective Services Division's Electronic Security & Risk Management Group (ESRMG), you will report directly to the ESRMG Group Supervisor. Your primary focus will be on the maintenance and enhancement of the Laboratory's Fire and Security communications systems, which encompass Land Mobile Radio (LMR) and Satellite voice/data systems. Additionally, you will support security camera operations, access control systems, conference room setups, and the Emergency Communication Center.

Key Responsibilities:
  • Serve as the lead technician responsible for the upkeep and advancement of the Laboratory's LMR systems, including all Motorola portable, mobile, and K-Core equipment. You will handle system programming, create diagrams, and develop system design documentation following industry standards.
  • Implement best practices based on Motorola's R56 guidelines for infrastructure and subscriber installations. Identify areas for improvement and present recommendations to the ESRMG Group Supervisor.
  • Collaborate with the JPL Spectrum Manager to maintain licenses for Protective Services Division Frequencies and mutual aid programming agreements.
  • Ensure compliance with NTIA- and FCC-mandated standards for narrow banding and signal modulation on utilized frequencies.
  • Oversee all Satellite systems used by the Protective Services Division and related departments, including handheld and portable data platforms.
  • Conduct monthly evaluations of all LMR and Satellite systems, addressing any issues to maintain optimal performance. Prepare detailed monthly, quarterly, and annual reports for the ESRMG Group Supervisor.
  • Identify and advocate for enhancements to LMR systems.
  • Engage proactively with Automatic and Mutual Aid partner agencies to ensure current programming and fleet mapping for subscriber equipment.
  • Draft mutual aid agreements with partner agencies for the ESRMG Group Supervisor's review.
  • Establish an equipment replenishment schedule and monitor equipment lifecycle to ensure a robust replacement program.
  • Utilize electronic concepts to interpret and apply electronic diagrams, blueprints, and schematics.
  • Assist with the installation and maintenance of other moderately complex security equipment and electronic systems as required.
  • Collaborate with other departments within the Laboratory as necessary.
  • Work closely with members of the Electronic Security and Risk Mitigation Group to ensure cohesive operation of related security systems and equipment.
Qualifications:
  • A High School diploma with at least 8 years of relevant experience; an Associate's degree with a minimum of 4 years of experience; or a Bachelor's degree with at least 1 year of experience, along with necessary training.
  • Comprehensive understanding of installation, maintenance, and systems, particularly focusing on Motorola systems.
  • Proficient in assessing and troubleshooting equipment issues, with the ability to repair or determine if off-site repair is necessary.
  • In-depth knowledge of cable installations, splicing/terminations, and connecting equipment to existing electronic infrastructure.
  • Must be a U.S. Citizen and eligible for a Secret Security Clearance.
Preferred Qualifications:
  • Proficient in MS Office applications, including Word, PowerPoint, and Excel, with familiarity in Visio, Paint, or CAD software.
  • Desirable skills in Motorola CPS, RSS, and CSS, along with experience operating standard LMR equipment such as multimeters, oscilloscopes, and communications service monitors.
