Job Title: COMSEC Custodian/Special Device Inventory Manager

GLOTECH, Inc. is seeking a highly skilled COMSEC Custodian/Special Device Inventory Manager to join our team in support of projected new work with our military client.

This position requires an active Secret government clearance and the ability to obtain a Top Secret/Sensitive Compartmented Information clearance, if required.

The COMSEC Custodian/Special Device Inventory Manager performs receipt, temporary storage, and transfer services for U.S. DoD-provided single or two-person special access control devices, COMSEC equipment, FMS customer host nation provided COMSEC equipment, documents, keying, and other materials.

The ideal candidate will have a minimum of 5+ years of relevant COMSEC support and/or industrial security experience and possess a working knowledge of the National Industrial Security Program Operating Manual (NISPOM) and other relevant DoD security guidance.

The COMSEC Custodian/Special Device Inventory Manager will be responsible for:

  • Performing receipt and updating of the inventory database
  • Safeguarding and distributing special devices, COMSEC equipment, and material to work locations
  • Addressing obsolescence and facilitating any repair or disposal of special devices, COMSEC equipment, and material
  • Providing installation support of systems and special devices, and performing troubleshooting
  • Compiling and submitting inventory reports to relevant U.S. agencies
  • Updating the inventory status at COCOM meetings
  • Submitting transfer, destruction, and possession reports to the appropriate USG and/or U.S. DoD office when required
  • Serving as the liaison between host country and controlling authorities
  • Coordinating facility and security management with the COCOM and COR
  • Maintaining a directed currier card for transport of COMSEC devices and material

The COMSEC Custodian/Special Device Inventory Manager will also be responsible for:

  • Providing special inventory and/or COMSEC subject matter expertise for various technical investigations
  • Attending relevant U.S. training or conferences to ensure that they are knowledgeable and updated on controlled cryptographic items, special access control devices, COMSEC equipment, and policies
  • Providing training and technical support to OCONUS host country personnel in the proper custodianship, safeguarding, and operation of DoD-provided special inventory, COMSEC equipment, keying, and other materials
  • Participating in relevant stakeholder meetings to include briefing and drafting Meeting Minutes regarding special access control devices and/or COMSEC equipment
  • Keeping informed, via relevant stakeholder meetings and notifications from USG agencies, of any new requirements or modifications to existing requirements to be serviced by the special inventory control and/or COMSEC account
  • Providing a Trip Report when travel for a special inventory and/or COMSEC-related meeting are conducted inside and outside of OCONUS host country
  • Developing and maintaining a Distribution Plan to ensure strict control of each item of keying material
  • Providing equipment necessary to perform and maintain special inventory and/or COMSEC-related tasks
  • Strictly adhering to U.S. DoD policies, National Advisory Group (NAG) 14C and 18A Doctrines, National Security Telecommunications and Information Systems Security Instruction (NSTISSI) 4000 Series, National Security Agency (NSA) COMSEC policies, and Combatant Command (COCOM) Memorandum of Agreements (MOAs)
  • Performing the following security IA procedures:
    • Reporting any security violations to the USG COMSEC Manager regardless of severity
    • Reporting any incident that affects their ability to maintain a SECRET security clearance
    • Completing and maintaining annual DoD IA training

The ideal candidate will have:

  • A minimum of a High School Diploma and a minimum of 5+ years of relevant COMSEC support and/or industrial security experience
  • Must possess and maintain at least a DoD Secret clearance with the ability to obtain a Top Secret/Sensitive Compartmented Information clearance, if required
  • Working knowledge of the National Industrial Security Program Operating Manual (NISPOM) and other relevant DoD security guidance
  • Ability to implement/manage industrial security processes/best practice standards
  • Capability to interpret and administer security doctrine, provide clear guidance to personnel, and recommend modifications to operations policies or procedures as appropriate
  • Aptitude to develop and establish an effective security awareness, training, and education program
  • Ability to track and conduct COMSEC material inventories
  • Ability to maintain lock & key records and conduct physical security walkthroughs to protect property and personnel against fire, theft, vandalism, illegal entry and other hazards
  • Ability to investigate and report suspicious or unusual occurrences and coordinate and operate with security management and law enforcement agencies, as required
  • Ability to issue employee identification cards, maintain related records, and validate authorization for employee/non-employee access to restricted areas
  • Basic knowledge on processing personnel for security clearances
  • Ability to conduct initial security briefings, debriefings, indoctrinations, pre-/post-foreign travel briefings and refresher briefings, as appropriate
  • Ability to support Defense Security Service (DSS) or other customer security assessments
  • Communication skills to maintain a positive on-going relationships with internal/external customers
  • Ability to conduct briefings and participate in technical meetings with internal/external customers
  • Basic knowledge of conducting security incident/violation investigations and developing a final report
  • Ability to compile data and provide necessary metrics or performance highlights
  • Firm understanding of what constitutes personally identifiable information (PII) and/or company proprietary and safeguarding methods to prevent unauthorized access

Desired Qualifications:

  • Familiar with Navy Radio systems
  • Knowledge of integration of Crypto systems into existing communication systems
  • Intermediary Application (iApp) experience
  • Experience building cables for audio systems
  • Navy C school electronics training or similar
  • Familiar with system checkouts on board ships and Navy shore stations
  • CRO for type 1 Crypto
  • Level 1 Board level Maintenance experience
  • A self-starter who requires minimal supervision
