Job Title: COMSEC Custodian/Special Device Inventory Manager

GLOTECH, Inc. is a leading provider of information technology and advanced engineering services to military, federal, and commercial clients. We are seeking a highly skilled COMSEC Custodian/Special Device Inventory Manager to join our team in support of our military client.

Responsibilities:
  • Perform receipt, temporary storage, and transfer services for U.S. DoD-provided single or two-person special access control devices, COMSEC equipment, and materials.
  • Train FMS host nation personnel in the proper custodianship, safeguarding, and operation of DoD-provided special devices, COMSEC equipment, and materials.
  • Conduct periodic inventories and inspections of DoD-provided special devices, COMSEC equipment, documents, and materials.
  • Provide installation support of systems and special devices, and perform troubleshooting.
  • Compile and submit inventory reports to relevant U.S. agencies.
  • Update the inventory status at COCOM meetings.
  • Submit transfer, destruction, and possession reports to the appropriate USG and/or U.S. DoD office when required.
  • Serve as the liaison between host country and controlling authorities.
  • Coordinate with the ODC for the appropriate FMS case for repair or replacement of faulty equipment.
  • Provide special inventory and/or COMSEC subject matter expertise for various technical investigations.
  • Attend relevant U.S. training or conferences to ensure knowledge and updates on controlled cryptographic items, special access control devices, COMSEC equipment, and policies.
  • Provide training and technical support to OCONUS host country personnel.
  • Participate in relevant stakeholder meetings to include briefing and drafting Meeting Minutes regarding special access control devices and/or COMSEC equipment.
  • Keep informed of any new requirements or modifications to existing requirements to be serviced by the special inventory control and/or COMSEC account.
  • Provide a Trip Report when travel for a special inventory and/or COMSEC-related meeting are conducted inside and outside of OCONUS host country.
  • Develop and maintain a Distribution Plan to ensure strict control of each item of keying material.
  • Provide equipment necessary to perform and maintain special inventory and/or COMSEC-related tasks.
  • Strictly adhere to U.S. DoD policies, National Advisory Group (NAG) 14C and 18A Doctrines, National Security Telecommunications and Information Systems Security Instruction (NSTISSI) 4000 Series, National Security Agency (NSA) COMSEC policies, and Combatant Command (COCOM) Memorandum of Agreements (MOAs).
  • Perform the following security I Information Assurance (IA) procedures:
    • Report any security violations to the USG COMSEC Manager regardless of severity.
    • Report any incident that affects their ability to maintain a SECRET security clearance.
    • Complete and maintain annual DoD IA training.
  • Coordinate facility and security management with the COCOM and COR.
  • Maintain a directed currier card for transport of COMSEC devices and material.
Qualifications:
  • Minimum of a High School Diploma and a minimum of 5+ years of relevant COMSEC support and/or industrial security experience.
  • Must possess and maintain at least a DoD Secret clearance with the ability to obtain a Top Secret/Sensitive Compartmented Information clearance, if required.
  • Working knowledge of the National Industrial Security Program Operating Manual (NISPOM) and other relevant DoD security guidance.
  • Ability to implement/manage industrial security processes/best practice standards.
  • Capability to interpret and administer security doctrine, provide clear guidance to personnel, and recommend modifications to operations policies or procedures as appropriate.
  • Aptitude to develop and establish an effective security awareness, training, and education program.
  • Ability to track and conduct COMSEC material inventories.
  • Ability to maintain lock & key records and conduct physical security walkthroughs to protect property and personnel against fire, theft, vandalism, illegal entry, and other hazards.
  • Ability to investigate and report suspicious or unusual occurrences and coordinate and operate with security management and law enforcement agencies, as required.
  • Ability to issue employee identification cards, maintain related records, and validate authorization for employee/non-employee access to restricted areas.
  • Basic knowledge on processing personnel for security clearances.
  • Ability to conduct initial security briefings, debriefings, indoctrinations, pre-/post-foreign travel briefings, and refresher briefings, as appropriate.
  • Ability to support Defense Security Service (DSS) or other customer security assessments.
  • Communication skills to maintain a positive on-going relationship with internal/external customers.
  • Ability to conduct briefings and participate in technical meetings with internal/external customers.
  • Basic knowledge of conducting security incident/violation investigations and developing a final report.
  • Ability to compile data and provide necessary metrics or performance highlights.
  • Firm understanding of what constitutes personally identifiable information (PII) and/or company proprietary and safeguarding methods to prevent unauthorized access.
