Job Summary

This position is located in the Architect of the Capitol, Superintendent, Library Buildings and Grounds, Assistant Superintendent, Facilities Operations Division, Maintenance Branch.

Key Responsibilities
  • Assist the supervisor with technical and administrative supervision over workers performing air conditioning (A/C) mechanical work.
  • Supervise a group of employees performing work to support the facilities management needs of the Library.
  • Perform administrative and technical supervisory functions for subordinates, including assigning duties and evaluating performance.
  • Manage the organizational unit's budget and workload.
  • Develop performance requirements for subordinates and ensure a mutual understanding of the performance standards.
  • Maintain employee records, including time and attendance, leave, work performance, and discipline.
  • As necessary, develop work improvement plans and recommend personnel actions.
  • Takes disciplinary measures according to delegated authorities.
  • Use technical engineering data, wiring schematics, and blueprints to analyze and understand the design and operation of complex mechanical and electrical systems.
  • Program, edit, and implement software control strategies in DDC controller hardware.
  • Provide leadership and guidance to employees in support of Direct Digital Controls (DDC) system installation, troubleshooting, and operation.
  • Interface with the Energy Management Control Systems (EMCS) group to bring on new devices, build out new monitoring capabilities, and use advanced software and diagnosis skills to support jurisdiction heating, ventilation, and air conditioning (HVAC) systems.
  • Utilize knowledge of Building Automation Systems (BAS) principles to diagnose and coordinate with the Energy Management Control System Division (EMCS) at the Office of the Chief Engineer, as necessary, to repair DDC and improve operating efficiency.
  • Acknowledge and investigate error alarms to maintain system integrity.
  • Assess and review resources and materials, including preparing and maintaining records of work orders, work performed, materials on hand, and used.
  • Requisition necessary equipment, materials, supplies, and tools to support operations.
  • Prepare estimates of costs for materials for A/C system repairs, alterations, and new construction.
  • Supervise the work of A/C equipment mechanics engaged in the operation and preventive maintenance of commercial and industrial systems.
  • Provide assistance to journeyman mechanics in diagnosing leaks, applying industry-prescribed test procedures and tools, and exploring probable reasons for equipment malfunction.
  • Assist mechanics in dismantling, repair, and reassembly of compressors, chillers, evaporators, impellers, pumps, and receivers.
  • Assist mechanics in examining complex A/C systems to locate, troubleshoot, and repair malfunctioning compressors, centrifugal, reciprocating, or rotary pumps, direct digital controls, and refrigerant controls and systems.
  • Plan, lay out, coordinate, direct, and check the work of Insulators who install, maintain, and remove different kinds of insulation materials.
  • Install or oversee the assembly, installation, and joining of insulation material on irregularly shaped surfaces or unique objects.
  • Inspect and test installations and repairs performed by others.
  • Supervise specialized techniques, such as blowing sound or heat insulation into closed spaces.
  • Oversee molding sections of insulation to enclose unusually shaped structures.
  • Oversee the installation of vapor barriers to ensure insulation is moisture and vapor proof.
