Key Responsibilities

In this position, the successful candidate will oversee water resource and stormwater engineering projects for various federal, state, and municipal clients. The individual will adopt a client-centric approach, managing projects while mentoring junior engineers. Collaboration with management and other team members will be essential for the successful coordination and completion of project components. Responsibilities include executing project tasks, delivering high-quality outputs, adhering to project timelines, engaging with clients, and guiding junior staff.

The ideal candidate will possess a minimum of 7 years of experience (10 years preferred) in municipal and state stormwater initiatives, including knowledge of Municipal Separate Storm Sewer System (MS4) permits, stormwater design, inspections, monitoring, Total Maximum Daily Load (TMDL) planning, and project oversight. Experience in business development and client relationship management within the Atlanta region or Southeast, particularly with municipal clients and state agencies, is highly desirable. GDOT experience is an added advantage.

  • Proven experience leading design teams in creating Plans, Specifications, and Estimates (PS&E) for both simple and complex roadway and bridge projects, adhering to state DOT and AASHTO design standards.
  • Required project management experience, with a preference for candidates who have successfully managed and expanded design teams.
  • Familiarity with state DOT project development is preferred.
  • Proficiency in MicroStation and GeoPAK design software is advantageous.
  • Experience in proposal development, including scope, schedule, and fee estimation, along with contract management and billing.
  • Strong design expertise in transportation is essential.
  • A Professional Engineering License for the relevant state is required.
  • Ability to prepare comprehensive technical proposals, assemble project teams to meet client specifications, and cultivate professional relationships.
  • This role requires a demonstrated leader with extensive knowledge of transportation and the processes necessary for developing design packages that comply with state standards.
  • Manage a team of designers, CADD technicians, and project engineers.
  • Responsible for training and developing staff.
  • Ensure timely delivery of complete transportation design packages, overseeing multiple design disciplines.
  • Responsibilities include supervising the preparation of plans, technical specifications, quantity takeoffs, and construction estimates according to state design manuals and standards.
  • The successful candidate should have established local client connections and the capability to generate business.

Qualifications

  • A Bachelor's Degree or equivalent experience is required; a Master's degree is preferred.
  • A minimum of years of professional experience is necessary.
  • Relevant professional certification is preferred.
  • Pre-employment drug screening is a condition of employment. Background and motor vehicle checks may be required based on the position.

Performance Expectations

  • Complete the Annual Individual Training Program.
  • Mentor and train junior staff.
  • Ensure adequate backup personnel are trained to support your role in your absence.
  • Build and maintain client relationships by soliciting feedback, identifying needs, and proposing future projects.
  • Adhere to all KCI policies and procedures.
  • Ensure project compliance with ISO standards.
  • Manage the workflow of all assigned staff and delegate tasks as necessary.
  • Complete additional duties as assigned.
  • Contribute to the development of project-specific safety plans and ensure compliance with all relevant safety regulations.
  • Report monthly proposal outcomes to the operations manager.
  • Achieve or exceed individual utilization targets (typically 75%-80%).
  • Participate in regular project team meetings to discuss all ongoing projects/tasks.
  • Document and present project performance metrics.
  • Collaborate with other practices and sub-consultants as required.
  • Deliver all projects on schedule and within budget while fully meeting the project scope.
  • Ensure effective utilization of resources and personnel.
  • Conduct monthly reviews with project analysts to assess project invoices.
  • Meet regularly with practice leaders to evaluate project performance.
  • Operate within specified budget parameters.
  • Prepare and submit monthly project completion reports.
  • Develop interpractice agreements and/or respond to external requests as needed.
  • Generate monthly progress reports for all projects.
  • Formulate monthly staff utilization plans for projects.
  • Propose and negotiate project scope, schedule, and fee estimates.
  • Provide bi-weekly updates on project completion status to project assistants.
  • Communicate monthly project updates to practice leaders.
  • Provide monthly comments on Work in Progress/Accounts Receivable to the operations manager.
  • Offer technical oversight for projects and staff.
  • Supply weekly budget data for new projects to practice leaders.
  • Serve as project or task manager for selected projects.
  • Compare field data with design plans.
  • Conduct site visits to gather necessary data, including measurements, sketches, notes, and photographs.
  • Prepare preliminary design concepts for approval.
  • Interpret technical documents essential for project execution.
