Position Overview:
As a Lead Program Analyst, you will oversee the Procurement Management Team within the Headquarters Office of the Field Director, providing essential support to assets across the nation.

Key Responsibilities:
Your primary duties will include:
1. Serving as the principal staff assistant to the Field Operations Directorate, addressing all facets of contracting, purchasing, acquisition planning, and resource management.
2. Conducting independent analyses of procurement management needs while interpreting relevant laws, regulations, and procedures related to procurement and payment programs.
3. Overseeing and consolidating procurement activities, including the formulation of Fiscal-Year Defense Program (FYDP) requirements and annual spending plans.

Management Support:
You will provide strategic advice to senior leadership on procurement matters affecting Field Operations Directorate programs. Your role will involve developing, analyzing, coordinating, and making recommendations on a wide range of programmatic issues impacting the Directorate and broader DCSA support.

Technical Assistance:
Deliver technical financial program assistance to leadership across the Field Operations Directorate. You will be responsible for creating briefings, presentations, and various reports for both internal and external stakeholders.

Qualifications:
To qualify for this position, candidates must be U.S. citizens and meet specific experience requirements. Your resume will be evaluated against the Office of Personnel Management's (OPM) basic qualifications.

Specialized Experience:
Applicants should possess experience in:
- Developing procurement packages and tracking financial invoices.
- Managing complex acquisition and contracting programs.
- Effectively communicating acquisition strategies and deliverables throughout the organization.
