Position Overview:
As a Lead Program Analyst, you will oversee the Procurement Management Team within the Headquarters Office of the Field Director, ensuring effective support for assets across the nation.
Key Responsibilities:
In this role, you will serve as the principal staff assistant to the Field Operations Directorate, managing all facets of contracting, purchasing, acquisition planning, programming, execution, resource management, and budget assessment related to ongoing and future procurements for Field Operations resources.
Your responsibilities will include:
- Conducting independent analyses of procurement management needs and interpreting relevant laws, regulations, and procedures.
- Overseeing and consolidating procurement activities, including the formulation of Fiscal-Year Defense Program (FYDP) requirements and annual spending plans.
- Producing agency-level procurement and payment management guidance, memos, and taskers.
- Managing various resource databases and advising senior leadership on procurement matters pertinent to Field Operations Directorate programs.
- Providing management support by developing, analyzing, coordinating, and recommending solutions on a broad spectrum of programmatic issues affecting the Field Operations Directorate and the greater DCSA.
Technical Assistance:
Render expert financial program assistance to Field Operations Directorate leadership nationwide. Prepare briefings, presentations, and ad-hoc reports for both internal and external stakeholders.
Qualifications:
Applicants must be U.S. citizens and meet the basic qualifications as determined by the Office of Personnel Management. Experience must demonstrate the necessary knowledge, skills, and abilities for immediate success in this role.
Specialized Experience:
Qualified candidates will have substantial experience in:
- Developing procurement packages, tracking financial invoices, and providing contract performance oversight.
- Managing complex acquisition and contracting programs/projects.
- Effectively communicating acquisition strategies and their associated deliverables across the organization.
