Lead Program Analyst

Position Overview:
As a Lead Program Analyst, you will take charge of overseeing the Procurement Management Team within the Headquarters Office of the Field Director, ensuring support for assets across the nation.
Key Responsibilities:
Your role will encompass the following:
- Acting as the principal staff advisor to the Field Operations Directorate on all matters concerning contracting, purchasing, acquisition planning, programming, execution, resource management, and budget evaluation.
- Conducting independent analyses of procurement management needs while interpreting relevant laws, regulations, and procedures related to procurement and payment programs.
- Overseeing and consolidating procurement activities, including the formulation of Fiscal-Year Defense Program (FYDP) requirements and annual spending plans.
- Producing agency-level procurement and payment management guidance, memos, and taskers while managing various resource databases.
- Advising senior leadership on procurement matters pertinent to Field Operations Directorate programs.
- Providing management support through the development, analysis, coordination, and recommendations on a wide range of programmatic issues affecting the Field Operations Directorate and broader DCSA support.
Technical Assistance:
Deliver technical financial program assistance to leadership within the Field Operations Directorate nationwide. You will also be responsible for creating briefings, presentations, and ad-hoc papers for both internal and external use.
Requirements:
Applicants must be U.S. citizens and meet the Selective Service requirement. This position is designated for drug testing and is part of the Excepted Service under U.S.C. 1601.
Work Schedule:
This is a full-time position with flexible tour of duty and occasional overtime. Telework eligibility is available, but the incumbent must report to the office regularly.
Qualifications:
To qualify, candidates must demonstrate applicable experience that showcases the necessary knowledge, skills, abilities, and competencies for success in this role. Specialized experience must include:
- Development of procurement packages, financial tracking of invoices, and oversight of contract performance.
- Management of complex acquisition and contracting programs/projects.
- Effective communication of ideas across the organization regarding acquisition and purchasing initiatives.
Competencies:
Successful candidates will be evaluated on competencies such as customer service, developing others, influencing and negotiating, interpersonal skills, problem-solving, and resilience.
Additional Information:
Veterans preference is not required for candidates with prior federal service who have completed a probationary period. Selected applicants may be required to serve a two-year trial period.
