Position Overview:
As a Lead Program Analyst, you will oversee the Procurement Management Team within the Headquarters Office of the Field Director, providing essential support to assets across the nation.

Key Responsibilities:
Your primary duties will include:
1. Serving as the principal staff assistant to the Field Operations Directorate, addressing all facets of contracting, purchasing, acquisition planning, and resource management.
2. Conducting independent analyses of procurement management needs and interpreting relevant laws, regulations, and procedures related to procurement and payment programs.

Management and Oversight:
You will be responsible for consolidating procurement activities, which involves:
- Developing Fiscal-Year Defense Program (FYDP) requirements and annual spending plans.
- Producing agency-level procurement and payment management guidance, memos, and taskers.
- Managing various resource databases and advising senior leadership on procurement issues pertinent to Field Operations Directorate programs.

Technical Support:
Provide technical financial program assistance to leadership nationwide. This includes:
- Creating briefings, presentations, and ad-hoc papers for both internal and external stakeholders.

Qualifications:
To qualify for this position, candidates must:
- Be a U.S. citizen.
- Have specialized experience in procurement package development, financial tracking of invoices, and contract performance oversight.

Competencies:
Successful candidates will demonstrate:
- Strong customer service skills, anticipating and meeting the needs of both internal and external customers.
- The ability to develop others by providing a learning environment and ongoing feedback.
- Proficiency in influencing and negotiating, establishing relationships with key individuals to achieve organizational goals.

Additional Information:
This position is eligible for telework but requires routine office attendance. Candidates must obtain and maintain the appropriate security clearance as specified in the job announcement.
