Job Title: Program Specialist IV, Funding and Resource Planning

Job Summary:

We are seeking a highly motivated and detail-oriented individual to join our team as a Program Specialist IV, Funding and Resource Planning. The successful candidate will be responsible for analyzing, researching, and reporting on higher education finance and facilities data to support the Funding and Resource Planning Division.

Key Responsibilities:
  • Collaborate with team members and stakeholders to compile, analyze, and evaluate complex student and financial data from higher education institutions.
  • Assist institutions with timely reporting, becoming an expert in the division's areas of responsibility within the agency's policies and reporting.
  • Recognize the importance of data integrity, possess a general knowledge of database structure, and help with our division's data certification process.
  • Perform modeling of the allocation of financial and other resources using various datasets.
  • Communicate and summarize higher education finance research, analysis, and study findings for use at the local, state, and national level to educational stakeholders.
  • Assist the team in ensuring data accuracy and helping with the review of institutional space data.
  • Draft, proofread, and edit reports for decision making and publication.
  • Help coordinate our division's need and flow of information with the agency's Data Management and Research division.
  • Assist team members in the coordination of Funding Formula Advisory Committees, including providing data and technical support.
  • Conduct other financial analysis as required to support requests from the Legislature, the public, and THECB staff.
  • Review, analyze, and recommend updates to the agency's policies and procedure manual related to facilities reporting.
  • Assist in the drafting of rules on formula funding with adherence to the agency's templates and timelines and ensures consistency of language throughout.
  • During a legislative session, analyze bills related to higher education finance, including development of fiscal notes.
  • Represent the agency to a variety of audiences, using oral and/or written presentations.
  • Work collaboratively as a team member in achieving the goals and objectives of the state's higher education plan, Building a Talent-Strong Texas.
  • May travel up to 10 percent of time, including overnight.
Requirements:
  • Bachelor's degree from an accredited college or university.
  • Experience working in higher education.
  • Experience with state and national policy issues in higher education.
Working Conditions:

Work is performed in a standard office environment and requires regular, reliable, and punctual attendance, frequent use of personal computers, copiers, printers, and telephone, frequent sitting, and frequently working under deadlines, as a team member, and in direct contact with others.
