General Description and Classification Standards

The Traffic Engineer is responsible for delivering administrative and technical assistance in areas such as permitting, plan evaluation, traffic safety, traffic management, inspections, and general operations. This role involves supporting the office's business functions and providing exceptional customer service to both internal and external stakeholders. The incumbent will operate with significant initiative and independent judgment under the guidance of the division director, ensuring top-tier customer service aligned with the City's core values and culture.

Supervision Received

This position operates under general supervision, with oversight and advice from a director or senior professional. The individual must also be capable of working independently with minimal supervision or as part of a collaborative team. Reports to a senior-level employee or Director.

Essential Duties & Responsibilities

Typical responsibilities for this position include, but are not limited to:
  • Providing information to applicants regarding sidewalk, lane, and roadway closure permits, as well as general requirements of the permitting process.
  • Reviewing traffic control plans, permit applications, and related documentation to ensure accuracy, completeness, and compliance with established regulations.
  • Routing plans to relevant agencies for necessary approvals.
  • Coordinating the issuance of lane/road closure and sidewalk closure permits.
  • Collaborating with inspectors to schedule necessary inspections.
  • Utilizing office equipment, including computers, to support word processing, spreadsheet, and database applications.
  • Maintaining electronic files related to permits and associated documents.
  • Conducting records research to document project history and compliance, coordinating with external agencies to meet all permit requirements.
  • Engaging with contractors, utility companies, and other governmental agencies to discuss plans, specifications, and work schedules.
  • Employing technology to monitor traffic conditions and flow.
  • Investigating traffic issues and proposing solutions to enhance traffic flow and safety.
Decision Making

The role requires the ability to prioritize tasks, adhere to standardized procedures, and follow written and verbal instructions to complete assignments. The incumbent must effectively process information and determine the next steps to resolve issues, escalating matters to senior management when necessary. The individual will select from various procedures and methods to accomplish tasks and may make resource allocation decisions within organizational guidelines.

Leadership Provided

This position may involve providing guidance and training to lower-level staff, interns, and temporary employees, as well as offering work group leadership and direction to less experienced professionals.

  • Understanding of engineering principles and practices related to the Manual on Uniform Traffic Control Devices (MUTCD).
  • Knowledge of traffic operations theory and practice.
  • Ability to read and interpret engineering plans, specifications, and technical documents.
  • Competence in performing mathematical calculations.
  • Ability to interpret and apply relevant codes, ordinances, regulations, and laws.
  • Proficiency in navigating the internet and general PC usage.
  • Familiarity with construction documents and the ability to recognize elements within them for permitting activities.
  • Strong customer service principles and practices.
  • Effective communication skills, both verbal and written.
  • Ability to exercise independent judgment and make sound decisions in accordance with established policies.
  • Capability to work efficiently under pressure and meet deadlines.
  • Ability to collaborate with team members to address customer challenges.
  • Understanding of the permitting division's operations and the City's functions to fulfill assigned responsibilities.
  • Ability to read and interpret construction blueprints and specifications.
  • Capacity to establish and maintain effective working relationships with colleagues, government officials, developers, contractors, and the public.
  • Ability to provide information and respond to inquiries regarding procedures in a courteous manner.
  • Skill in gathering relevant information to resolve practical problems.
QUALIFICATIONS

Minimum Qualifications - Education and Experience
  • Bachelor's degree in civil engineering.
  • Two (2) years of professional engineering experience in transportation systems and programs, equivalent to a Transportation Engineer.
Preferred Education & Experience

Bachelor's degree in Civil Engineering and five (5) years of professional engineering experience in transportation systems and programs, equivalent to a Transportation Engineer.

Licensures and Certifications

None required.
